號碼可攜服務成本分攤原則之研究

摘要

號碼可攜服務的實施，將改變原有的競爭格局，在既有業者和新進業者之間建立有效的競爭環境，減弱既有業者在競爭中的優勢，為新進業者進入市場創造更好的條件。然而，推行號碼可攜的初期，也有可能會由於龐大的成本造成業者負擔，使業者不願積極提供號碼可攜服務。美國、英國或香港等先進國家，皆有制訂號碼可攜相關的成本分攤原則，確保此服務的提供可真正地達到促進電信市場競爭的目的。反觀我國，我國對於號碼可攜服務的成本回收規範，目前的管制手段又是不是能夠有效地達成實施號碼可攜服務的目的呢，這便是本研究的主要研究問題。

本研究將會以已經在號碼可攜服務有成熟管制經驗的美國及香港為主要的研究對象，瞭解美國及香港在號碼可攜服務的推廣與進展，再深入瞭解美國及香港在號碼可攜的成本分攤管制原則。最後，再進一步與台灣目前的號碼可攜成本分攤規範進行比較及檢討，經由歸納分析比較後，藉此提出未來我國在號碼可攜成本分攤管制上的建議與可行之方向。

Number portability will change the telecommunication market and create a more effective environment between the incumbent and other new carriers, which will weaken the incumbent’s advantage and afford the other new carriers a better condition to enter the market. Nevertheless, in the beginning, the huge amount of number portability cost might burden the operators from actively providing the service. Some developed countries, such as the America, the United Kingdom and the Honk Kong, all have drawn up the principles of cost recovery of number portability in order to make sure the service would come to the aim of promoting the telecom market competition. With reference to Taiwan’s regulation about the cost recovery of number portability, would the regulative method effectively realize the purpose of encouraging the market competition? This is the main issue needed to be conferred in this research.

This study takes the America and Hong Kong as the research reference. First, the research deeply elaborates the principles of cost recovery in the America and Hong Kong and then reviews on Taiwan’s regulation about the cost recovery. After generalizing and analyzing the outcome, it will address the suggestion of future law amendment and practicable aspect on the number portability.
