我國推動學校棒球運動績效評估-以六都直轄市為例

摘要

本研究嘗試運用商管領域績效評估極受肯定的資料包絡分析法針對100-102學年度我國六大直轄市政府對學校棒球運動推動績效到進行相對效率評估，探討影響效率的關鍵因素，為我國教育部體育署在三級棒球運動推動上，提出客觀的管理建議。本研究以100-102年度，我國人口密度最高的六都直轄市（台北、新北、桃園、台中、台南及高雄），學校三級棒球運動代表隊為研究對象。並以棒球運動該年度的各項績效指標為研究範圍；選定教育部棒球單項支出總經費、棒球基層訓練站支出經費、棒球場地整建支出經費、專任教練薪資經費和專任教練人數等五項為投入項目，棒球運動比賽的獲獎數為產出項目。本研究將採用DEA中的「視窗分析法」，並以描述性統計、皮爾遜積差相關進行所有分析。
研究結果發現：（一）六都直轄市100-102年度，對三級棒球運動推動資源分析：1.總經費支出平均為1,404萬元左右；（二）基層訓練站經費支出平均為1,026萬元左右；（三）場地整建支出平均為758萬元左右；（四）教練薪資支出平均為492萬元左右；（五）教練聘用人數平均為8.67人；（六）獲獎數平均為51.83次。二、六都直轄市對三級棒球運動推廣的支出總經費，決大部份運用在修整棒球場地；其次專任教練人數，會受支出總經費而有所影響；另外，從研究數據顯示，六都直轄市教育局對三級棒球運動支出總經費和場地整建，並不會影響三級棒球的獲獎數。三、桃園市為三級棒球運動推動經營效率最佳與最穩定的直轄市。最後，經由實際數據分析結果，提出幾項改進建議，期望經由此項研究與建議，做為推動學校棒球運動之參考依據與建議。
