經濟的快速發展,運輸需求攀升而使航空業迅速發展,航空產業的日趨成熟是有目共睹的,激增的航次需求帶動了航空產業的蓬勃發展,隨之而來諸多的外部成本,對於社會公平面及環境面的基礎而言,確實值得商討;因此,世界各國正開始著手規劃針對航空運輸制定減量計畫,而全球有些國際機場也針對空污開始課徵空污費或飛機引擎燃料稅等,最終目的希望能減少溫室氣體的排放,降低空氣污染對環境之衝擊。 本研究目的為探討全球主要之國際機場對於航空運輸營運空氣污染物減量之相關措施現況,其中包括飛機引擎污染物以及相關地面作業與聯外運輸之空氣污染控制方式,以及其他環保或民航相關組織對於飛航之空氣污染的防治策略,將相關之措施與法令加以彙整。實際訪談國內航空公司與我國桃園國際機場相關單位主管,依據四項準則,評估相關措施之相對重要性,配合民航局與環保署短中長期之計劃,制定一套符合台灣桃園國際機場空氣污染減量之策略,以達到航空運輸永續發展之目標。
With the growth of global economies, the air transport industry has grown rapidly over the past decade, with no sign of maturity. While both consumers and producers of air transport services have benefited from the expansion of the market, the undesirable side-effects of flights can no longer be neglected, either in the short term or in the long term, for achieving the sustainable development of the industry. Internationally, the importance of reducing global warming gases has been gradually recognized. Some airports in the world have applied related measures or aircraft engine emissions charges for the purpose of reducing pollutants from airport operations. This research aims to investigate those pollutant mitigating measures which have been taken worldwide and to evaluate the social costs of commercial flights, in order to recommend the potential air pollution mitigation measures for airports in Taiwan, using Taiwan Taoyuan International Airport as the case study. The research outcome would provide a guideline for the Civil Aeronautics Administration and the Environmental Protection Agency while setting up any related policies or regulations.
