我國港務機關組織型態與員工偏好選擇之研究

摘要


我國港務機關在面臨國際間港埠之競爭壓力下,必需提升港埠經營效率與行政效能,才能增進本國港口發展之競爭力。本研究藉由分析比較過去與現在港務機關組織變革之情形,整理並歸納出港務機關未來可能發展之組織體制。而員工是組織形成的重要分子,因此當組織發展為不同型態時,是能否成功的重要關鍵及考量因素,所以本研究主要目的為探討員工的偏好選擇對港務機關未來發展不同組織型態的影響。以多屬性效用為理論基礎,及敘述性偏好法作為資料蒐集,並導入羅機模式來構建員工偏好選擇之模式,瞭解影響員工對未來港務機關組織型態偏好選擇的變數與影響程度。最後根據此研究結果,擬訂港務機關進行組織變革之對策,以供政府未來港務機關發展不同組織型態之參考。

Under the pressure of the harbor terminal competition, the Port Authorities have to raise the port competitive ability in order to improve the competitiveness. The purpose of this study has to analyze the reform of the department of maritime management from the past till now and conclude the possibility of the organization of the port could be in the future. An organization is made up of employees. When it becomes the different type of organization, the problem about employees is the crucial factors. This study wants to discuss when the different type of the Port Authorities will be in the future, the preference choice of the employees. Therefore, this study established multi-attribute utility models with stated preference data and logit model. The study wants to reveal what kinds of the attributes do employees really care. Finally, according to this results, establishing the policy when the port organization is under changing. It will be used as the reference for the organization reform of government in the future.
