約聘社會工作者的困境存在於科層體制與專業倫理衝突中;然而,他們還是努力的找一個服務、實踐價值的出路,求自己與自身價值的生存,於是,我的研究問題是:「約聘社會工作者在社會工作中的生存姿態是什麼? 」、「為什麼他們會是這個樣子的姿態?」 我以質性研究的深度訪談,訪談了六位在不同縣市政府的約聘社會工作者;從他們所處的組織、環境開始瞭解起,看到他們的工作狀態,以及從組織理解到個人的處境,最後,進到他們的生存脈絡當中,看到他們在與體制對話、互動的過程中。看到約聘社會工作者的生存姿態如後:稻穗、機器人、老鷹、海豚和掮客。這些姿態是他們因應組織環境而生的生存方式,也是個人面對生存現實所做的「妥協」和「默認」。 無論是哪一種生存姿態的約聘社會工作者,他們可以繼續留在工作岡位上的原因,總結如下:督導、同事、主管與現實條件。並且從個人姿態的背後看到我們從政策面到實務面的斷裂,以及社會工作專業與實務面的斷裂,到組織層次,當社會工作專業放進行政體系中所產生的分野與討論,最後,看到我們社會工作專業可以走的路子。
The dilemma of contract social worker is between in the bureaucratic system and the professional ethics, but they still try to find a service, practical value of the way, find themselves living with their own values. So my research question is: "What is contract social workers’ survival attitude within bureaucratic system ?" With depth interview research method, I interview six contract social workers from different local governments. Based on understanding of dialogue and interaction between contract social work and bureaucratic system, the survival attitude of contract social worker can be known as followings: the ear of rice, robots, eagles, dolphins and brokers. Those survival attitudes are their response to bureaucratic strain with profession ethic. No matter what kind of survival attitude, the reasons of contract social worker can continue to stay in bureaucratic system, I concluded as follows: supervision, supervisor, co-workers and situational conditions.
