摘要

五十年來，台灣的漁獲量早就從1954年的十萬公噸，大幅增加到現在的一百三十餘萬公噸。台灣漁業能夠有如此傲人的成果，全是靠著政府漁政單位以及漁民努力而來。本文的目的為希望在全球氣候變遷下，觀察聖嬰現象對魚類資源的影響，進而可以有效預估聖嬰現象對漁業資源的影響。
氣候的變遷對海洋生態、漁業資源與漁民生計都會有舉足輕重的影響，因此對於氣候的研究相對應的預測與評估都是非常重要的。因為精準的準確度可以幫助漁民來有效判斷魚類資源、迴游路徑以及分布界線等決策具有相當重要的意義。
本研究希望透過行政院農委會漁業署各年份的漁業年報，統整各年份漁業的產量與價值，分出遠洋漁業、近海漁業、沿岸漁業、海面養殖、內陸漁撈、內陸養殖等六類漁業魚種，進而計算出各年份中各漁業及各個魚種的產量、價值、價格、價值百分比、價格百分比。再透過數十年來的漁業資料，把各漁業之中的魚類分為幾大項，將其他量較少的同類合併在其他項的項目之下，以簡化分析。最後透過求出權重的前幾名來進行需求分析，以期望估算出台灣地區的漁業需求函數，來分析評估氣候變遷對於台灣地區的漁業經濟影響。

After five decades, the catch of Taiwan is from 100,000 metric tons in 1954, increased substantially more than the current 130 million tons. Taiwan's fishing industry can be proud of the outcome, all made great efforts to come by fishing policy and fisherman of the government. The purpose of this paper for the hope that at the global climate change, observation of El Nino’s impact on fish resources, and then can effectively estimate the impact on fishery resources of El Nino’s on fish resources.
Climate change on marine ecology, fisheries resources and the livelihood of the fishermen will have a decisive impact. Therefore, the study of climate prediction and the corresponding assessment is very important. The accuracy of precision can help fishermen to effectively determine the fish resources, migratory path, and distribution lines, such as decision-making has important significance.
This study is hoped that the Executive Yuan Council of Agriculture, Fisheries Department of Fisheries Annual Report of the Year, to integrate of fisheries value and output for every year. Finally, through the pre-calculated weights for several needs analysis. To expect to estimate the demand function of the fisheries for Taiwan. And to analyze the assessment of economic impacts of climate change on Taiwan's coastal fishery industry.
