公共事務的繁雜性和多元性,造成我國政府機關對於約聘僱人員的依賴程度提升,進而產生了實務運作上不容忽視的現象—長期續聘僱。對於政府而言,如何看待與處理約聘僱人員的長期化現象反映了整體用人上的策略,其賦予約聘僱人員的角色也會決定此一議題未來之方向。 本研究希望進一步理解造成此一現象的可能原因,透過文獻探討後選擇台北市政府為個案,以質化深度訪談以及量化問卷調查方式分別從機關以及約聘僱人員角度出發,探討約聘僱人員人事流程以及用人需求兩面向以及個案機關約聘僱人員個人留任意願影響因素對於約聘僱人員留任的可能影響。研究結果發現,在機關角度上人事流程面向造成約聘僱人員留任的可能性較低,機關的用人需求會提高機關對於約聘僱人員留任的正面看法。而在約聘僱人員角度上,工作總體滿意度和投入國考意願較高者,在留任意願上都有正向之影響。相關結果也可以作為日後對於政府約聘僱人員制度設計或調整之參考。 關鍵字:留任、約聘僱人員
The complexity and diversification of public affairs make our government increase the reliance of the contracted personnel, furthermore cause a phenomenon that can not be ignored—long-term Reappointment. As for the government,how to treat and handle the phenomenon of the long-term Reappointment of contracted personnel reflects the stragery of total personnel operation.The character of contracted personnel be given will decide the direction of this issue in future. This study hopes to go a step further and understand the possible reasons that cause this phenomenon. After the literature Reviews,this study choose Taipei City Government as study case.Use Qualitative and Quantitative methods to investigate the possible factors in personnel process of contracted personnel and the personnel demand that influence the contracted personnel’s intention to retain from the view of agency and contracted personnel itself. Research result shows , personnel process of agency have low possibility that result in the retention of contracted personnel,and the personnel demand of agency will improve agency’s positive opinion of the retention of contracted personnel. From the contracted personnel side, total job satisfication and the intention of devoting to civil service examinations both have positive correlation with the intention to retain.This results can be used for government’s reference to design or adjust the system of contracted personnel in future.
