地方休閒產業發展的回應性評估之研究：以苗栗舊山線為例

摘要

苗栗縣為台灣中部相當具有觀光發展潛力的地區，而舊山線地區更是頗有知名的、且以鐵道文化產業為行銷主體的休閒產業地區。經過苗栗縣政府、三義鄉公所與居民共同努力下，舊山線地區已不是單純地以鐵道文化產業為行銷主體的區域，而是兼具觀光、娛樂、飲食等功能的多功能綜合休閒區，其發展前途不容小覷。
本研究將分成下列重點加以陳述：首先，將就本研究之問題、研究概念與方法進行完整的介紹；其次將介紹苗栗舊山線之地理、歷史沿革與觀光資源等特色；其次綜合國內外鐵道文化案例、深度訪談與問卷調查結果，進行舊山線的回應性評估之分析；第三、將根據作者所分析出來的評估結果，以政策評估之觀念設計舊山線地區發展地方休閒產業的策略規劃方案。

Miao-Li country is in order to quite have areas of development potentiality of a tour in the middle part of Taiwan, and old mountain line district there is the famous one, and regard cultural industry in the railway as the area of recreation industry on sale throughout the subject especially.
Leave through the county government of Miao-Li, San-Yi Administration Office and resident''s joint efforts, old mountain line district has not regarded cultural industry in the railway as the area on sale throughout the subject simply, but have multi-functional comprehensive recreation area in such functions as visiting, amusement, diet,etc, concurrently, its development prospect does not minimize.
This research will be divided into the following focal points and stated: First of all, will introduce the intact one on this research problem, research concept and method; Secondly will introduce geography of the old mountain line of Miao-Li, historical evolution and visit such characteristics as resources,etc.; Secondly the comprehensive culture case, depth interview and investigation result of the questionnaire of domestic and international railway, carry on the analysis of the responsively assessment of the line of old mountain; Third, according to author assessment result that analysis come out, design with idea that policy assess old mountain line area develop local tactics program of recreation industry.
