地方文化產業發展與網絡治理策略─以苗栗舊山線鐵道為例

Local Cultural Industries and Network Governance Strategies: A Case Study of Old Mountain Line Railway in Miaoli

摘要

本研究以苗栗舊山線鐵道為研究對象，苗栗舊山線鐵道目前是國內熱門的旅遊景點，當地所發展起來的地方文化產業也已經成為苗栗重要的文化觀光資產，不僅地方居民對在地文化的保存與延續上不遺餘力，政府在治理模式的轉變與全球化的影響下，也開始重視地方文化資產的獨特性，透過與利益團體、第三部門的協力合作，彼此交換資源與知識，並藉此來推動富含深度與人文歷史意義的文化觀光旅遊，活絡地方文化產業的發展。因此本研究希望能從網絡治理的角度來探究在苗栗舊山線鐵道之地方文化產業的形成過程中參與者在發展網絡中的互動關係及角色定位，並探討舊山線地方文化產業的發展現況及問題，以及了解網絡參與者對於此地區的未來規劃及期許。

本研究所採用的研究方法為文獻探討法、深度訪談法及田野調查，除了透過文獻整理理論基礎及舊山線的歷史外，也透過實地走訪、參與活動並紀錄觀察的方式對特定對象進行深度訪談，探究舊山線的發展現況及地方文化產業發展的網絡關係。

本研究發現：
一、舊山線具有特殊的歷史意義且為居民共同的生活故事場景，地方相當重視舊山線文化價值的保存及延續。
二、舊山線從過去靜態的古蹟保存轉為活化古蹟發展文化產業，現今成為苗栗縣重要的文化觀光旅遊地區。
三、舊山線地方文化產業之發展網絡呈現出以地方組織為主要管理角色、政府機關為協助配合角色的互動關係。
四、地方組織期望政府給予更多資源上的協助；地方政府期望達成舊山線火車常態復駛之目標，彼此均希望未來將舊山線國際化。
五、舊山線地方文化產業之整體網絡治理中主要面臨權責、經費及法規三大問題。

The case of this study is the old mountain line railway in Miaoli. The old mountain line railway is the famous tourism area in Taiwan. The local cultural industries there is also the important culture and tourism assets in Miaoli. Not only local people are extremely preserving and continuing the local culture, because of the globalization and the new governance, the government is beginning to emphasize the uniqueness of local culture assets. By cooperating with interest groups and the third sector, they can exchange knowledge and resources mutually to promote the deep and historical cultural tourism and develop the local cultural industries. So this study hope to use the theory of network governance to analyze participants’ interaction and role playing in the network when the local cultural industries of old mountain line railway is becoming. At the same time, the researcher also analyze the current development and problems and understand participants’ future planning and expectation in the network of local cultural industries in the old mountain line railway.

Methods will be using in this study including documentation study, interviewing and fieldwork. In order to understand the current development and the relationship of network in local cultural industries of the old mountain line railway, the researcher will widely collect literatures about theory of network governance and history of the old mountain line railway, observe and participate in activities to interview the significant people.

Discovery of this study:
1.It has specially historical significance and is the scene of life for the local people, they very pay attention to preserve and continue the value of culture in the old mountain line railway.
2.The old mountain line railway change from static historical sites to activating historical sites. It develops the local cultural industries and becomes the important cultural tourism area in Miaoli.
3.In the network governance of local cultural industries in the old mountain line railway, the local organizations are main manager and the government organizations are assistant roles.
4.The local organizations expect that the government can give them more resources; the local government expects that trains can resume going normally in the old mountain line railway. All of them are hope to push the local cultural industries in the old mountain line railway to the world.
5.It has three key problems in the local cultural industries in the old mountain line railway, including powers and responsibilities, funds and laws.
