基隆港市合一的政策分析─網絡治理觀點

摘要


早期中央與地方的上下從屬關係,現今已慢慢地轉變成既競爭又合作的型態。不過在現實中,不管是中央或是地方政府在提供公共服務時,總是會遇到現實上的困境與挑戰。因此,本論文以基隆的港市合一政策為例,導引出「治理」理論的重要性,希望處在垂直與水平相互交錯的網絡環境之中的各級政府,能以治理代替統治的觀念,好讓公共政策能夠符合民眾的期待。 而在特殊的歷史因素下,台灣的港、市分屬兩個不同管理系統及層級,以往欠缺充分地溝通與協調,使得港市之間的關係逐漸疏離。以基隆的例子來說,港區開發難以取得共識,或許正因如此,基隆市民的光榮感逐漸下降,各項的民調也排在最後,最後基隆市成為了最不快樂的城市之一。本研究以文獻分析與深度訪談方式來釐清基隆港市發展的真正困境為何,研究發現基隆港的定位問題、基隆市的先天腹地狹小與相對資源弱勢,再加上基隆市政府的行銷策略與治理觀念不足等等,都是基隆港市發展的困境因素。因此,本文嘗試從「網絡治理」的面向為出發點,來探討基隆港市合一的可行出路,期望整合中央與地方政府及民間的資源,尋找回基隆往日的港都風光。 本論文認為「水岸再開發」是值得嘗試的解決方式之一,畢竟這是港市重生的契機之一,其間中央政府、地方政府與民間,甚至是企業各自扮演著不同的重要角色。因此不只是中央政府,基隆市政府將來更要轉型為真正的「治理型」政府,如此基隆的轉型將有可能成功落實。

The relationship between the Government and local government has been turned to be more competitive and collaborative compared to the past. However, in reality, whether the Government or local government would encounter problems when they make rules for people. Therefore, this study proposed to address the importance of ‘governance’ by studying the unification of Keelung city and port. In addition, through this study, a suggestion would be given and that the Government and local government could use ‘governance’ instead of ‘ruling’ to make good public policies for people’s expectation. Because of special historical reason, some cities and harbors are under different management levels and lacking of communications between each other; consequently, the relationship between the cities and the ports was isolated gradually. Take Keelung for example, it is hard to make the same point of view to develop the harbor areas; citizens have less and less honor of being a citizen of Keelung city. Furthermore, Keelung city has become the unhappiest city. In this study, literature review and deep interview were both used as the methodology to clarify the difficulty in developing and uniting Keelung city and port. The results showed the problems of orientation of Keelung port, small center region, relatively lack of resource and insufficient marketing policies and governance ideas which are the reasons for the delayed development of Keelung city and harbor. Therefore, ‘network management’ was used to investigate a better way to unite Keelung city and port and further to integrate central and local governments. In this thesis, ‘redevelopment of waterfront’ was suggested, because central and local governments, popular and industries play an individual role in uniting the city and the port. Therefore, turning Keelung city to be a government with ‘governance’ could turn Keelung’s development to be more successfully.
