外籍勞工的母國工作環境不佳,因此到海外尋找另一片天地,但海外國家的勞工政策一定優先保護本國勞工,特別是面對重大經濟危機之際,因此外籍勞工經常面臨多重劣勢,其問題卻鮮少被討論。本文針對金融海嘯期間製造業外籍勞工工作層面、生活層面及因應層面之感受進行探討,研究方法包括文獻方析、深度訪談及三角驗證,訪談的外籍勞工以南部及北部之科技及傳統製造業為主,共計31位。 研究結果顯示:在勞基法規範下,外籍勞工仍得以維持基本工時、基本工資。廠商為消耗多餘工時,會調整外籍勞工支援其他單位。部分廠商調整外籍勞工膳宿補助費用,造成外籍勞工住宿、伙食品質降低。外籍勞工因工作收入減少,休閒娛樂亦減少。外籍勞工在金融海嘯期間以接受現狀為主,提出申訴及向外逃跑比率較低。
Foreign workers usually face with multiple difficult situations overseas. Yet their experience is discussed. This research applies the methods of literature review, in-depth interviews and triangulation with 31 foreign workers who are employed in the manufacturing industry, to explore the difficulties and struggles of foreign workers work and life in Taiwan during the Financial Tsunami period. The major findings include: Due to the regulation of the Labor Standards Act, foreign workers are still able to maintain the basic working hours and the minimum wage. To reduce the excess working hours of foreign workers resulted from the financial tsunami; employer would dispatch foreign workers to support other units. In addition, some manufacturers reduce the subsidy of meals and accommodation for foreign workers. Foreign workers reduce the expenditure of leisure and entertainment to cope with the decrease of income. In general, foreign workers are used to accepting the status quo during the Financial Tsunami; both appeal and escape rates are quite low.
