婚姻移民對我國國家安全之影響-以大陸地區配偶為例

摘要

人口移動是一項全球化下的快速變動，人口移動因就學、結婚、商務等原因短暫停留或長期居留入出各國國境，各國間人口相互快速流動下，關於國家安全的移民問題隨之產生，諸如與移民安全相關的人口販運、非法工作等問題越來越多。就我國國內境內移民為大宗的是婚姻移民，尤其近年來越南、印尼、大陸地區等眾多外籍女性快速以結婚方式來台，這些婚姻移民不僅改變了我國經濟、文化及社會結構，更有可能影響我國國家安全。
尤其我國與大陸地區間政治對立，更涉及主權及文化認同。我國政府為因應兩岸特殊之關係，另訂兩岸人民關係條例，以維護國家主權，奠定我國兩岸移民政策之基礎。大陸地區配偶取得我國國籍者陸續增加，對於我國婚姻移民政策及政治定位有極大的影響力，而基於國家各層面之安全及發展，不論對於政治對立的大陸地區配偶或外籍配偶，我國政府仍應極力研擬完善之婚姻移民政策，杜絕危害國家安全之可能。

The globalization facilitates the rapid movement of population around the globe. The factors such as studying abroad, marriage and business constitutes the reasons why people have to make short visits or long-term residence overseas. Thus, rapid border crossing results in immigration issue related to immigration and border security, such as human trafficking and illegal workforce.
The main proportion of Taiwan’s immigrants is marriage migrants, especially coming from Vietnam, Indonesia and Mainland China, of these countries women quickly gain access to Taiwan because of marriage. These huge number of marriage migrants not only changes the economy, culture and social structures of Taiwan, it could influence our national security.
Due to the cross-strait political oppositions, the recognition of mutual sovereignty and culture are also important issues. Facing the special political relations of Taiwan and China, our government enacts Act Governing Relations between the People of the Taiwan area and the Mainland Area which solidify the foundation of Taiwan’s immigration policy and protects our national sovereignty. The increasing number of mainland spouses have gained Taiwan nationalities, which imposes great pressure on shaping Taiwan’s immigration policy of marriage and political position. On the basis of maintaining the security and development of Taiwan, our government, whether facing the mainland or foreign spouses, has to plan a better immigration policy of marriage in order to prevent the possibility of damaging our national security.
