The objective of this study is to make a comparative study on the cosmetology skills tests and the relevant teaching effects between Taiwan and mainland China. Document analysis method was employed to analyze the laws, regulations and standards stipulated by the two governments across the Taiwan Strait so as to conduct a comparative study on the cosmetology skills tests of the two areas. The purposes are: to compare the meanings and functions of the cosmetology skills tests between the two areas; to compare the development and evolution of the cosmetology skills tests between the two areas; to compare the categories and contents of the cosmetology skills tests between the two areas, and to compare how the cosmetology skills tests affect teachers’ teaching activities and students’ learning results between the two areas. There are two major research tools: (1) teaching activities scale and (2) learning behaviors scale. The research regions include Bejing City, mainland China and Kaohsiung City, Taiwan. A total of 340 questionnaires were distributed in Taiwan and 301 were returned, with a response rate of 88.5%. A total of 140 questionnaires were distributed in mainland China and 126 were returned, with a response rate of 90.0%. The research methods include descriptive statistical analysis, independent samples T-test, One Way ANOVA and scheffe's multiple comparison test. The research findings are as follows: 1. To examine whether there is a significant difference in students’ feelings toward the teaching activities relevant to the cosmetology skills tests. The students are from a variety of backgrounds studying at the cosmetology department of vocational high schools. The result shows that there is no significant difference among the students across the Taiwan Strait. This indicates that the hypothesis is not supported. 2. To examine whether there is a significant difference in students’ learning behaviors relevant to the cosmetology skills test. The students are from a different background studying at the cosmetology department of vocational high schools. The result shows that there is a significant difference in “learning motivation” between male and female students. Male students have a higher learning motivation than female students. Students studying in the second grade have a higher learning motivation than those who studying in the third grade. Students studying in the second grade have a better learning attitude than those who studying in the first grade. Students studying in the second grade have better learning methods than those who studying in the first grade. In Taiwan, students studying in the second grade have a better overall learning behavior than those who studying in the first grade. In mainland China, there is no significant difference. The research findings can be used as a reference for vocational high schools and relevant governmental agencies across the Taiwan Strait.
