為了推動組織再造工程,國軍近年來不斷地裁撤兵力,近14年期間,連續實施精實、精進一、二階段及精粹案等組織再造工程,總兵力結構由40萬人大幅調降到21萬5千人。然而隨著資訊科技發展,戰爭型態也有所改變,在這幾波組織再造工程中,高技術兵源需求不減反增,專業人員的訓練則需較多的時間培養,才能使其與精密的科技武器相結合,發揮最大戰力。配合國防部推動「募兵制」及「兵力精減」二項重大變革,國軍部隊所轄修護人員均由「志願役」人員來擔任,藉由長役期的專業人員來維護武器裝備妥善,以利軍隊戰力之維持及專業職能持續不斷。 本研究旨在研究國軍部隊修護人員的「職能素養」對其「維修績效」影響之相關程度,「職能素養」包含「專業能力」、「工作態度」、「工作價值觀」,針對國軍的兩個武器維修單位,探討這些變數對「修護績效」的影響。依據資料分析的結果,「專業能力」、「工作態度」、「工作價值觀」均對「修護績效」有顯著關係。本研究亦將專業能力區分為技術成熟、技術進階成長及技術基礎學習等3類進行分析,發現在相同專業技能狀況下,工作態度及工作價值觀的高低會決定修護績效的高低。依據此結論,本研究針對部隊如何維持正向的工作態度與價值觀提供具體的建議,以提升武器系統維修的可靠度。
For organizational reengineering effort, National Defense keep organizational downsizing in this 14years. After conduction serval streamlining programs, namely “Jing-Shih”, “Jing-Jin”, and the ongoing “Jing-Ts’ui” reengineering effort, the man power of military has reduce from 400 thousands to 21.5 thousands. However, with the technology development, warfare has been changed. Under the reengineering efforts, requirements of high tech man power increase. It needs more efforts on training professional to meet the requirements of high tech weapon operation and maintenance to reach maximum combat capability. According to National Defense “Mercenary system” and “man power reduce”, all the maintenance man power of National Defense are served by Voluntary to sustain combat capability and profession by long term service maintaining the weapon equipment. This study investigates the relationship between the competency and performance of maintenance manpower in National Defense. The competency included profession, altitude and value of work. Utilizing two maintenance units in National Defense, the relationships among these variables and competency are tested. In accordance with the results of analysis, profession, altitude, value of work are significantly related to the maintenance performance. Analysis of workers with mature technology, growing technology, basic technology found that altitude and value of work affect maintenance performance in the same technology level. Based on this conclusion, some specific recommendations concerning how to maintain positive altitude and value of work to elevate reliability of weapon system are provided.
