國軍醫院工程自辦及委託設計執行比較分析之研究

目前各國軍區域醫院辦理工程設計方式採自辦或是委託方式兩種，也有分案採自辦及委託，但在工程承辦人三至四年一職及國軍精粹案實施下，必須因應時勢改變作業模式，解決人力不足等問題，本研究以四家國軍區域醫院做為研究案例，分析工程承辦單位年度修繕工程設計選擇採自辦及委託方式優缺點，彙整歸納出工程案件數及預算金額、工程專業人員素質、工程設計行政流程及設計技術服務採購方式及工程因設計階段延伸等四個問題，並提出待改善之處及建議，供工程承辦單位在年度工程修繕之規劃設計階段作業精進參考。

Current national military regional hospitals handle engineering design is adopted or entrustment two kinds of self-management, self-management and mining also took part in the case of commissioned works contractors in three to four years a military post and implement the essence of the case, it must be in response to time be changed mode of operation, to solve issues such as inadequate manpower, this study four regional hospitals as military case study analysis unit annual renovation works contractors choose to adopt self-management and design advantages and disadvantages on commission, compile and summarize the project the number of cases budget amount, quality engineering professionals, engineering administrative processes and design and engineering technology services procurement due to the design phase of extending the four issues and put forward for improvement and recommendations for project organizer of the annual renovation project planning and design stage operating sophisticated reference.
