大專學生關心議題與其對全民健保政策意見之研究－以美和技術學院為例

A Study on the Concerned Issues and the Opinions of National Health Insurance Policies of College students-Meiho Institute of Technology as an Example

摘要

大專學生多數非為家中主要醫療費用與保費的負擔者，對現行醫療環境及政策可能屬較不關心之族群，但對醫療資源之利用又較具自主性，故本文以美和技術學院學生為調查對象，調查大專生關心之議題，探討其對現行健保制度之瞭解與意見，共發出2000份問卷平均分配給各系日夜間部各年級學生填寫，回收有效樣本數計1774份，再對問卷數據進行評估與統計分析。研究結果發現大多數受訪大專生並不清楚或不關心健保費用之相關問題，對全民健保所謂總額制度之瞭解程度不高，多數認為目前全民健保制度是一種保險及福利制度。雖然大部分支持全民健保政策應繼續實施，對目前健保制度之實施情況卻僅普通滿意。由於大專學生即將面對社會，成為家中經濟之主要或部分負擔者，故其對現行健保政策之關心與瞭解程度，及對醫療資源利用是否有正確的態度與觀念，關係到該制度是否能永續經營，也影響下一代醫療資源利用之永續教育。故推動全民健保新制應同時考慮由目前教育體系之相關課程著手規劃，讓民眾儘早建立正確之醫療資源利用觀念，瞭解全民健保制度之實質意義。

The college students in Taiwan are always not responsible for the medical or health insurance fees in their families. They might not concern about the medical care systems and policies, however they could be self-determined to utilize medical resources. Therefore, this article explored the issues that college students concerned about and investigated their understandings or opinions on current national health insurance (NHI). The college students at Mei-Ho Institute of Technology were selected and surveyed. 2000 questionnaires were distributed on average to each grade in the day and night schools of every department and 1774 valid ones were returned. The collected data were then evaluated and analyzed statistically. The results indicated that most students were not aware of or not concerned with the NHI fee, and they did not have clear perception regarding the Global Budget. Most students thought the NHI is a policy of both insurance and welfare. Although most students approved of the policy of NHI and thought it should be continued, they were not satisfied with its performance. Since the college students will enter the society and become mainly or partly financial supporters in their families very soon, their concerns and understandings of current NHI policies and their correct attitudes and concept toward the utilization of medical resources may affect the continuity of NHI policy and the everlasting education of next generation. Therefore, before the propagation of a new policy, the courses related to NHI policy should be well planned so that the people can earlier establish a correct way in the utilization of medical resources and understand the real sense of our NHI policies.
