摘要


因應全球氣候變遷及能源日漸匱乏嚴重情況下,近年來世界各國積極發展零能源及低碳建築,推動節能減碳及綠色環保技術,歐盟、美國及部分亞洲國家已經將建築零耗能或近零能源建築納入國家減碳目標期程,顯示零耗能建築將是未來建築發展的主流。為有效推動近零能源建築,本研究參採國際零能源建築推動模式,結合綠建築與近零能源建築系統,以延續我國綠建築政策及推廣成果,並銜接國際推動近零能源建築之趨勢。彙整我國綠建築日常節能指標與住宅建築能耗之關聯,研擬我國綠建築與近零能源建築系統之調合發展策略。國內近零能源建築(nZEB)意義為低耗能的綠建築,日常耗能利用建築物設置的再生能源系統達到自給自足,兩者相抵銷後,耗能為零之建築物。近零能源建築必須以建築耗能評估與標示為目標,建立簡化且可靠的建築能源評估法,以供執行落實與推動實踐。本研究以國內動態EUI理論,適用於國內建築機能混合使用之情況,採低碳建築聯盟所提BCF法計算耗能量(kWh/m^2.yr),以及動態EUI計算為節能評估基準,整體建築系統空間的總耗能密度值平均推估EUI之計算。調和綠建築制度與評估方法,新建建築近零能源建築基準與綠建築日常節能指標之模擬評分計算連結,建立近零能源建築及住宅建築之基本門檻節能率基準,呼應零能源建築實踐之節能優先基本要領。

In order to cope with the problems of global climate change and energy crisis in recent years, countries around the world have actively developed zero-energy consumption and low-carbon buildings, which has promoted the development of energy conservation, carbon reduction and green technologies. This study focuses on zero-energy building promotion model combined with green buildings evaluation systems to continue the green building policy promotion results and link the international trend of near-zero energy buildings. Near-zero energy buildings must aim at building energy consumption assessment and establish a simplified and reliable assessment method for implementation and practical promotion. The domestic dynamic EUI theory was adopted, which is applicable to the mixed use of domestic construction functions. The dynamic EUI calculation was used in the benchmark for energy conservation assessment, and the average estimate of the calculation of the total energy consumption density of the overall building system space. Through the experience of promoting near-zero energy construction in advanced countries, the current situation of promoting near-zero energy construction could be compared and analyzed to explore the strategy and feasibility of promoting near-zero energy construction in Taiwan. After a comprehensive review of the above-mentioned relevant data, the development strategy of the green building in Taiwan for the integration of near zero energy buildings is developed on the technical aspects.
