國民教育幼兒班教保訪視與巡迴輔導的多元樣貌及因應策略-花蓮地區的經驗剖析

The Diversity Type and Coping Strategies of the Visit-Itinerant Policy in Preschool Classes- Analysis of the Experience of Hualien Area

摘要


教育部近十幾年推動「國民教育幼兒班教保訪視與巡迴輔導工作計畫」,透過巡迴輔導教授與輔導員,每個月入班進行教學觀察輔導,為國幼班教保品質把關。政策之可貴,在於可行,可行的政策,則維繫於執行對象對政策的支持。同理,國幼班巡迴輔導政策的成功亦高度仰賴所有政策關係人的認同,但這項議題甚少在幼兒教育領域被深究。基於上述,研究者針對幅員最廣闊、家庭弱勢比例相對較高的花蓮縣,以焦點團體座談方式,從教保服務人員與巡迴輔導員等政策關係人多元角度進行資料蒐集,解答上述的問題。研究結果顯示政策關係人普遍認為國幼班巡迴輔導政策的實施,對偏鄉幼兒教育的優質確保有正面效果,並漸已展現陪伴與關懷的功能。然而,現場教保服務人員認為自己專業能力不強、工作負擔不輕、追求專業成長動力不強等,因此對巡迴輔導政策的配合度也就有待提升,且從消極抗拒,到積極主動配合,呈現多元的行為樣態。為了因應這樣的問題與困境,巡迴輔導團隊應以較溫和與鼓勵的方式,更主動提供多元幼教專業資源的管道,給予貼切的專業建議,且要避免提出過大、過於艱鉅、陳義過高、不夠同理心的建議。

The Ministry of Education has promoted the "national education preschool educational protection visit and itinerant guidance work plan" over fifteen years. Through itinerant professors and counselors, they enter the class every month to conduct teaching observation and guidance to ensure the quality of the education protection of the preschool classes. The value of a policy is that it is feasible, and a feasible policy depends on the obedience and support of the implementation object to the policy. In the same way, the success of the patrolling policy for preschool classes also highly depends on the obedience of all policy stakeholders, but this issue is rarely studied. Based on this, the researchers focused on Hualien County, which has the most extensive territory and a relatively high proportion of disadvantaged families, and collected data from the multiple perspectives of policy stakeholders such as preschool educator and itinerant counselor in a focus group discussion to answer the above questions. The research results show that policy stakeholders generally believe that the itinerant of the patrolling policy for preschool classes has a positive effect on ensuring the quality of early childhood education in rural areas, and has gradually demonstrated the function of companionship and care. However, the preschool educator believe that they are not strong in professional ability, work burden is not light, and the motivation to pursue professional growth is not strong, so the degree of compliance with the patrol policy needs to be improved, and from passive resistance to active cooperation, present a diverse behavior pattern. In order to cope with such problems and predicaments, the itinerant counselor team should adopt a more encouraging way, and more actively provide channels of diversified preschool education professional resources, give appropriate professional advice, and avoid putting forward too big, too arduous, too high, suggestions that are not empathetic enough.
