臺灣體育運動因應全球新冠疫情之策略與產業政策

Coping Strategies and Policies of Taiwan Physical Education and Sports During the COVID-19 Pandemic

摘要


本文採回顧方式,針對新冠病毒漫延全球初期臺灣體育運動如何配合國家政策,研議因應策略和產業紓困振興政策,進行回顧整理與探討。2020年1月20日行政院成立中央疫情指揮中心,1月29日宣布自中港澳入境師生建議自主健康管理14天,1月30日教育部宣布學校100人以上室內集會延緩,縣市政府也宣布暫停大型活動、停止游泳教學、關閉公共運動場館,,自3月9日起日本、韓國、歐洲、美國陸續宣布職業棒球、籃球、足球等停賽。上述國內及國外防疫決策對於臺灣體育運動發展產生直接衝擊並同時影響共約3萬場學生運動聯賽、企業運動聯賽、職業棒球例行賽、國際競賽、大型運動賽會,以及7千家左右運動事業,這些影響彼此關聯,並綜合反映在運動產業交易大量萎縮。為兼顧避免疫情惡化以及體育運動持續推動,教育部體育署在遵循疫情指揮中心指引以及行政院紓困振興政策下,積極和疫情指揮中心,特定體育團體、各級學校、運動彩券發行機構、運動產業及從業人員等利害關係團體,密切研議因應之道,並自2020年3月上旬起陸續提出體育團體及運動產業紓困振興方案,共計52.05億元。基於臺灣體育運動因應疫情的策略和政策制定及執行實際情況,本文最後並就我國面對疫情時國家的應變機制、決策過程以及疫情全球化對於臺灣體育運動政策管理等議題進行討論,期望萃取經驗,做為未來因應類似緊急狀況的參考。

This paper aimed to describe the formation of coping strategies and policies regarding physical education and sports in Taiwan during the early stages of the COVID-19 pandemic. On January 20, 2020, Taiwan established the Central Epidemic Command Center (CECC) to prevent the outbreak of an unknown virus from Wuhan, China, in Taiwan. On January 29, the CECC advised teachers and students who returned to Taiwan from Macau, Hong Kong, or mainland China to stay at home for self-health management for 14 days. On January 30, 2020, the Ministry of Education announced that students-based indoor activities with over 100 participants should be postponed. In mid-February, some city governments decided to close public sports centers and suspended school swimming teaching and activities with over 1,000 participants. From March 9, 2020, professional sports leagues in Japan, Korea, and the United States, as well as several European countries, successively announced that they would postpone 2020 season openings. On 24 March, IOC and Japan released a joined announcement that the 2020 Tokyo Olympic Games is postponed to July 23, 2021. These decisions would have significant direct effects on physical education, sports for all programs, professional baseball, enterprise sports leagues, and elite sports in Taiwan, as well as international championships, which were to be hosted in Taiwan. Approximately 30,000 national sports games and the operations of 7,000 sports service companies would be stopped if the virus epidemic could not be effectively controlled. Fortunately, sports games and sports services in Taiwan were reopened step-by-step as the virus was controlled. The Sports Industry Relief Package (SIRP) was proposed to aid sports businesses and national sports federations in mid-March. In early November, most sports games were re-organized and business operations returned to normal. The national emergency mechanism, policy formation, and sports policy management of Taiwan during the COVID-19 pandemic are investigated in this study.
