十二年國民基本教育課程綱要訂於108學年度開始實施,將特殊教育及特殊類型班級學生的學習需求與規劃納入其中,亦強調學校特殊教育班課程規劃需經特殊教育推行委員會審議後通過。顯示課綱施行後,特殊教育推行委員會有其必要之功能任務,應有效發揮以增進特殊學生學習適應。惟現行特殊教育推行委員會設置相關法規仍位屬地方自治,各縣市對於其規範不一且部分縣市制定年代久遠,未能與時俱進。未來十二年國教課綱實施後,特殊教育推行委員會有其功能調整之必要。作者期能透過本文說明現行各主管機關特殊教育推行委員會設置相關法規,釐清其定位與任務,進而提出調整建議,俾利相關特殊教育工作者更深入瞭解其意涵及相關教育主管單位作為修正之依據。
The Ministry of Education started to implement 12-Year Basic Education Curricula Direction in August 2019. In this newly revised curriculum guidelines, its emphasized Special Education Implementation Committee needed to review the whole school special education curriculum program. When 12-Year Basic Education Curricula Direction implement, Special Education Implementation Committee plays an important role in the future. But they don't have the same specification of Special Education Implementation Committee in every county. In this article, the authors clarified the task of Special Education Implementation Committee. Finally, tried to provide some adjustment suggestions in the future. I hope the contents can provide special educators and educational administrator new knowledge and enhance their existing knowledge, as well as furnish suggestions for application of this newly-revised curriculum guide.
