數位加值創新有感的圖解數化地籍圖整合建置工作

摘要

臺灣省圖解地籍圖數值化工作，已於94年度全部完成，其圖解數化資料僅保存數化當時地籍圖之原貌及精度，對地籍圖之破損、伸縮等造成圖幅無法銜接問題，並未解決。目前應用圖解數化成果於核發地籍圖謄本及繪製土地複丈圖作業，如遇宗地跨圖幅時，多仍依人工拼接方式處理，故應積極解決圖解地籍圖圖幅接合問題，建立無接縫整合式空間資料，改善圖地不符問題，以確保民眾權益，並同時與都市計畫圖及1/1000地形圖套疊整合，可提高國土資訊系統空間資料之精度及提升套疊整合利用效益，以加速建立電子化、數位化政府時代。本中心於94年及95年度辦理「圖解法地籍圖數值化成果整合應用於土地複丈作業試辦計畫」，係希望透過地政機關之實測整合經驗，以探討便捷可行之圖解地籍圖整合作業方法，並於95年度委外辦理「利用實測資料整合圖解法地籍圖重測數值化成果辦理土地複丈作業」（新竹及嘉義作業區），成效良好，嗣研訂「圖解數化地籍圖整合建置及都市計畫地形圖套疊計畫」（96～104年）納入「國家地理資訊系統建置及推動十年計畫」、「圖解數化地籍圖整合建置及都市計畫地形圖套疊工作」（105～109年）納入「落實智慧國土－國土測繪圖資更新及維運計畫」及（110～114年）納入「邁向3D智慧國土－國家底圖空間資料基礎建設計畫」，俾據以賡續推動，期待早日達成全面依數值作業方式辦理土地複丈之目標。

The digitization of analog cadastral maps of Taiwan Provincial areas was completed in the year of 2005. However, it was just to use the digitization work to well keep the shapes of all cadastral lines in each sheet of analog cadastral map at the time of digitization sheet by sheet. The problems that the cadastral lines not match at the adjacent map sheet borders probably due to damage or shrinkage or extension of paper cadastral maps were still not solved along with the finish of digitization. For actively solving the existing problems of the joining of analog cadastral map sheets, NLSC has conducted projects through the work of integration and overlaying digitized analog cadastral maps with urban planning pile maps and 1/1,000 topographic maps.
