Deviations in the implementation of education policies will seriously affect the realization of policy objectives. It contains selective execution, copy-based execution, and rent-seeking implementation. From the perspective of promotion tournament theory, there are three causes of implementation bias of educational policy. First of all, the implementation of education policy is encumbered by the pursuit of economic interests. Secondly, the education policy executor only pays attention to quantitative indicators that need assessment. Finally, the education policy implementation process is seriously anomie. The correction of education policy implementation needs system design. It contains the improvement of the supervision system for policy implementation, the improvement of the evaluation index system for local government officials, and the strengthening of the legal system.
