金融整併－台灣變遷中的銀行體系空間結構

摘要

台灣的銀行體系自1990年代起經歷了一連串重要的金融去管制措施，經營環境發生巨幅的改變，使傳統銀行業面臨前所未有的競爭壓力與經營風險。1998年引爆的本土型金融危機，使金融整併的風潮與相關的政府政策開始浮上檯面，在近十年間席捲台灣金融界。透過金融併購與金控公司的整合，台灣銀行體系的版圖已被重塑，並且引發產、官、學界對整併績效等相關議題的熱烈討論。
有別於這些主流論述的觀點，本研究從空間的角度切入，透過統計資料的整理分析及針對銀行從業人員的訪談結果發現：隨著信用合作社、中小企業銀行等區域性金融機構經由改制、併購等方式整編進入全國性的銀行體系，其分支機構跨出原先的區域界線，大量遷往大台北地區；且隨著組織結構的整合，銀行體系內部的資金流通與決策模式亦逐漸發展成以總行 (多位於台北市) 為控制核心的階層化體系。而這種空間結構的重新布局，將影響區域金融服務的可及性，改變地方企業或民眾的資金運用，對區域金融活動造成衝擊。
本研究首先回顧台灣過去金融制度與銀行體系的發展與轉變，以作為理解金融整併重塑銀行體系的對照背景；第三章揭露了整併之後台灣銀行體系分支網絡與內部營運在空間結構上呈現的極化發展趨勢；第四章則進一步討論金融整倂所造成的區域金融不平衡的現象。這些事實的釐清，可作為後續討論金融整倂問題如何衝擊區域發展的重要基礎，以期對於區域的社會、經濟發展議題有所助益。

After a succession of financial deregulation, the banking system in Taiwan experienced an extreme change since 1990s. The traditional banking was under a situation of unprecedented competition and managing risk. Native financial crisis ignited in 1998, and the dominant issues of the financial consolidation and relevant policy including the bank merger and acquisition, and reallocation of banking system were prevailing in finance, economics, and politics during the decades in Taiwan. Different from previous studies, another view of spatial structure of banking system is focused in this article. By analyzing the statistical data and interview information derived from the bank staff, the conclusion follows:
With reorganization and merger, cooperatives, business banks and other local financial institutions entered the nationwide banking systems. Not only amount of branches stepped out the original fields and spaces, but induced an obvious phenomenon of bank agglomeration in Taipei. In addition, the subsequent financial consolidation events led a result in stratifying the inner fund exchanging and decision making which was inevitably controlled by headquarters and most of them were located in Taipei. It created an imbalanced financial allocation that brought a great impact on the local economic activities. The polarization of spatial structure of banking system in aspects of branch network and inner operation was revealed in this study, which is important to further understanding for regional development.
