我國產業導入ISO 50001之探討

A Study on the Implementation of ISO 50001 Energy Management System by Taiwan Industry

摘要


ISO 50001整合各國的能源管理系統標準,為目前最新的國際能源管理系統標準。本研究利用文獻蒐集、問卷調查及統計分析,針對「生產性行業/非生產性行業」、「傳統產業/基礎產業/技術密集產業」、「瞭解能源管理系統廠商」及「已導入能源管理系統廠商」分別探討影響國內不同類型產業對導入ISO 50001能源管理系統之關鍵因素,以及政府因應對策,以提供國內不同類型產業導入ISO 50001能源管理系統流程之參考。 問卷主要對目前國內ISO 9001登錄1068家廠商,調查企業對於各能源管理系統相關規範要求之認知難易程度及現階段執行程度。回收有效問卷共491份,利用問卷調查的結果,描繪出各類規範之認知空間圖,藉此歸類對於企業而言可能產生較大衝擊的規範準則類型。 問卷分析結果顯示「獎勵優惠措施」及「政府能源政策」為本國企業認為最重要及次要政府推動能源管理系統之因應政策;本國「生產性行業」導入ISO 50001能源管理系統,可能遭遇之最主要困難點為「設計」、「能源基線」、「能源管理行動計畫」、「能源績效指標」、「能源目標及標的」「能源審查」、「監督、量測及分析」,可作為政府未來優先導引協助企業之主要重點。本國「非生產性行業」對ISO 50001能源管理系統驗證規範所有項目,皆為為困難程度高,執行程度低,且所有系統項目認知皆比「生產性行業」較為困難,執行程度亦較低。本國「傳統產業」及「基礎產業」分析結果與本國「生產性行業」相似。本國「技術密集產業」對ISO 50001能源管理系統驗證規範所有項目,亦皆為困難程度高,執行程度低,且所有系統項目認知皆比「傳統產業」、「基礎產業」較為困難,執行程度亦較低。本國「瞭解能源管理系統」樣本分析結果,可能遭遇之主要困難點為「設計」、「能源基線」、「能源管理行動計畫」、「監督、量測及分析」,與全樣本比較,其難易程度認知較不困難,執行程度已較高。本國「已導入能源管理系統」樣本分析結果,除「能源基線」及「監督、量測及分析」項目外,其餘項目皆為認知困難程度低,且具有較高的執行程度。

ISO 50001, as the latest international energy management system standard, integrates energy management system standards in various countries. This study uses literature reviews, questionnaire surveys and statistical analyses to explore the key factors of the implementation of ISO 50001 energy management system of different types of industries, including manufacturing/non-manufacturing industry and traditional/basic industry/technology intensive industry. This study also tried to explore the differences between companies who understand the management system and who have implemented the system with those who didn’t understand and haven’t implemented. The questionnaire was designed mainly for asking companies on the degree of difficulty and the level of implementing ISO 50001 Energy Management System. The questionnaire was sent to 1,068 enterprises who have certified with ISO 9001 certification and the valid samples returned were 491. The results show that the “reward incentives” and “the government's energy policy” are the most two important government policies for promoting energy management system. Manufacturing industry in Taiwan could face difficulties on the implementation of “design”, “energy baseline”, “energy management action plan”, “energy performance indicators” “energy objectives and targets”, “energy review”, and “monitor, measure and analysis”, which can be listed as the government priority guidance to assist the enterprises in Taiwan in the future. Non-manufacturing industry in Taiwan has a high degree of difficulty and a low degree of execution on the implementation of ISO 50001 energy management system. The perception and execution level are both lower than those in the manfacturing industry. The analysis result of the Taiwan’s traditional industry and basic industry is similar to the result of manufacturing industry. Whie technology intensive industry has a high degree of difficulty and a low degree of execution on the implementation of ISO 50001; and it’s perception and execution level are both lower than traditional industry and basic industry. The results also indicate the four most difficulties in implementing ISO 50001 are "design", "energy baseline", "energy management action plan", and "monitoring, measurement and analysis ". Compared with all questionnaire samples, companies who understand ISO 50001 have higher perception and execution level on the implementation of ISO 50001. Enterprises who have implemented energy management system in Taiwan have a low degree of difficulty and high degree of execution on the implementation of ISO 50001 energy management system, except for items of "energy baseline" and "monitoring, measurement and analysis ".
