影響早期療育照護資訊系統使用成效之因素－以桃園縣為例

摘要

兒童永遠都是國家未來的希望，人類如果要進步就要先健康促進，有健康的身體才會有無限的可能性，本研究目的係探討桃園縣在早期療育政策環境中，全國首創以網際網路為基礎之方式開發早期療育照護資訊系統ECMS（Early Childhood healthcare Management information System），探討系統使用成效，並由目前系統使用單位（公共衛生人員、醫療人員及教保人員）進行評估及探討其影響因子。
本研究調查總計發出970份問卷，調查施測485個單位，回收307份有效問卷，問卷回收率32％，其中單位性質以幼稚園最多，計126份（41.0%），其次依序為托兒所80份（26.1%）、醫療單位65份（21.2%）、衛生單位36份（11.7%）。
結果顯示當單位使用者對ECMS系統使用成效影響因素（包括組織內行政流程簡化程度、發揮本身專業能力分工整合程度、對衛生法令規範認知、對獎勵制度執行認知）認同程度越高時，則ECMS系統使用成效就越良好。
藉由ECMS導入桃園縣早期療育組織後，發現因管理單位及使用單位對系統使用滿意度高，整體而言，可以說明該系統能夠有效及快速聯結衛生、醫療、社會及教育體系間之合作關係。該系統正式導入後6年期間有效提升0到6歲發展遲緩兒童發現率及通報率，並能及早接受療育，間接降低未來長期照護之社會成本。

Children are always the future hope of the country. If people want to progress, we must promote health first. If people have healthy body, they will have unlimited possibilities. The purpose of this study was to explore the effect of the utilization of "Early Childhood healthcare Management information System " in Taoyuan County which is the first county to combine the internet to development of the system in the early intervention in Taiwan. The study was to assess the effect of the system utilization on groups (such as : public health staff, medical staff, and education staff) and to investigate the relationship between the impact factors and the system utilization.
Nine hundred and seventy questionnaires were sent out in this study. And the researcher investigated 485 units and received 307 valid questionnaires(return rate was 32%). The maximum of the units category was kindergarden which was 126 questionnaires (41.0%), followed by nurseries, 80 (26.1%), medical units, 65 (21.2%),
public health units, 36(11.7%).
The study results indicated that when users recognized more with the "degree of simplification of administrative processes within the organization", “play professional division of the degree of integration "," cognition of sanitary laws and norms”," cognition of perform reward system” for the factors that affect the effectiveness of the ECMS system, they recognized the ECMS system effectiveness more.
This study indicated that due to managers and the system users had a high satisfaction of the ECMS original system import to early intervention organizations in the Taoyuan County, it should that the system could links and integrates of the cooperation among public health, medical, social and educational system effectively and quickly. This makes the system implemented for 6 years enhance the detection and notification rate of the 0-6 years old children with development delays effectively. When the children with developmental delays could get early intervention, it would reduce the social costs of
long-term care in the future indirectly.
