摘要

研究以土地重劃統包工程為研究對象，經由執行完成案例分析檢，對於重劃統包工程關鍵課題探討支確認有所幫助，同時藉由關鍵課題經由分類提供解決對策方法，將各級政府發包前所必須具備條件，提供有用資訊作為行政機關參考。
機關於執行發包前相關前置作業未盡完善即進行後續行正招標作業，造成後續施工進場產生相關界面問題不能釐清，衍生工進延遲效率降低而必須工期延長發生爭議，整體設計方面無法統一考量，整體施工因前者不完全致使工作受阻，天候因素展延因屬大面積開發納入工期計算須更客觀評估認定，否則完工時間無法掌握。
透過本論文分析關鍵課題解決方法有五。專案管理與合約管理、委託專業顧問公司、契約條款持平擬定、天候與不可抗力因素工期展延、機關協調關聯廠商義務，行政機關發包前應辦事項內容明確及完成時間，是在執行重劃統包工程重要關鍵課題另一要素。
