軍以戰為主,戰以勝為先,對於軍隊來說,「後勤」是後方勤務的簡稱,代表著透過「物資」、「衛生」、「技術」、「運輸」來保障軍中各項任務能順利遂行;孫子曰:「軍無輜重則亡,無糧食則亡,無委積則亡」,所以良好的倉儲管理是軍隊最重要的一環。 「倉儲管理」是國軍戰力基石,影響著軍隊的戰力,因應國防轉型、國防組織精簡及國防預算縮減,如何提升軍品補給效能是重要的課題,在資訊化時代,國軍部隊部分單位尚使用人工表單來實施帳籍清點作業,若其中環節錯誤將導致任務無法如期遂行,嚴重影響部隊本務工作;在國內經濟高速發展的同時,民間物流業也積極成長,現今「區塊鏈」已蓬勃發展,國軍可透過該技術來提高作戰效能。 本研究採「理論建構貢獻研究法進行說明,透過文獻探討,討論國軍倉儲應如何運用區塊鏈的五大特性:去中心化、匿名性、不可竄改性、追蹤性及加密性,並與RFID技術結合,並透過現有文獻架構出屬於軍中特有的虛擬碼,再透過專家訪談研討其可行性。本研究貢獻在建構透過區塊鏈、國軍倉儲流程再造與符合軍中環境的虛擬碼撰寫,以提高國軍倉儲效能,期望透過區塊鏈技術來解決當前國軍積習已久的問題。
Armed force treats military combat as the principal thing, while military combat gives the first place to victory. For the military, "logistics" is the abbreviation for backup services, which means the use of "materials", "health", "technology", and "transportation" to make sure that the military can be carried out smoothly. Good warehouse management is one of the most important parts of the military. "Warehouse management" is the cornerstone of the national army's combat power and affects the military's combat power. In response to the transformation of national defense, the streamlining of national defense organizations and the reduction of national defense budgets, how to improve the effectiveness of military supplies is an important issue. In the information era, some units of the national army still use manual forms to carry out the account check operation. If there are errors in the links, the tasks will not be carried out as scheduled, which will seriously affect the army’s main tasks. With the rapid development of the domestic economy, the private logistics industry is also actively growing. With vigorous development, the national army can use this technology to improve combat effectiveness. This research adopts the theoretical construction contribution research method to explain how to use the five major characteristics of the blockchain namely decentralization, anonymity, non-modification, traceability and encryption to enhance military warehouse management. In addition, the study combined RFID technology and built a proposed framework with pseudocode. The feasibility is validated through expert interviews. This research contributes to the construction of the blockchain-based military warehouse management. In order to improve the storage efficiency of the national army, it is hoped that blockchain technology will solve the current long-standing problems of the national army.
