我國技術評價之分析與模式建立

Analysis and Modeling of the Technology Valuation in Taiwan

摘要


在經濟發展邁入全球化、科技化的時代,企業面對著迅速變化的市場,為提升本身的競爭能力,「技術」已成為企業經營所必須考量的最重要變數之一。由於科技的進步,使產品的技術複雜度增加,但卻沒有任何廠商能同時擁有所有商品全部的技術,因此為了快速取得技術來源,企業常採用技術移轉的方式來獲取新技術。而在技術移轉中,最為關鍵的因素即為技術的價格,買賣雙方必須在相互都能接受的價格前提下,才會成交。然技術價格的訂定並不像一般的商品,其中含蓋許多變數,如:雙方資訊的不對稱、技術本身的不確定性、環境與政策等因素的影響,使得技術的價值難以公平與公正的估計。即便如此,技術價值的判定仍有其實務上的需求,因此技術鑑價制度的建立仍有其重要性與迫切性。 有鑑於此,本研究首先闡述術鑑價的相關議題與技術鑑價制度的現況分析,並以工研院在2003、2004 與2005年公開專利權聯合轉讓標售作為本研究樣本,根據工研院提供的專利技術特徵進行單變量變異數分析,來瞭解專利組合、國家別、種類與專利年限對專利價格是否有影響,並以卡方檢定判斷是否有相關性存在,且採用CRAMER’S係數探討此變數對價格的影響程度,最後使用C++ BUILDER根據有影響的變數建立技術鑑價的市場模型。研究結果發現專利組合、國家別、種類與專利年限對專利價格皆有顯著影響,且由CRAMER’S係數得知以專利組合>國家>種類>專利年限,由此相關大小搭配C++ BUILDER架構出技術鑑價的基礎模型。

As the economy strides through the globalized and modern society, industries faced a rapid change in market as well. To increase competiveness, “technology” is now one of the most important element an industry should consider. However, as the development of science and technology makes product technology more complicated, no industries can possess the technology of all products at a time. To get technology sources in a faster way, industries constantly use technology transfer to obtain new technology. And in technology transfering, the key factor is the price of technology. Both sides must accept a price, in order to make a bargain. But pricing a technology is not like pricing general products, it includes a lot of variables , such as asymmetric information of both sides, uncertainty of technology, effects by environment and strategies, etc. , so to estimate a price of a technology accurately and equitably is rather difficult. Still, evaluating the price of technology is needed in the concrete, that is why technology valuation is important and imperative. Therefore, this study first expounded the relevant topic of technology valuation and its current state analysis, using the public aution patents of 2003, 2004, and 2005 offered by the Industrial Technology Research Institute (ITRI) as sample. Next, to examine if patent portfolio, country, variety and patent life affects technology patent price, the study used one-way anova based on the features of patented technology offered by ITRI, then used chi-square test to determine any relevance. On the other hand, the study adopted Cramer’s coefficient to probe into the effects of the these variables to the price. Lastly, the study utilized C++ Builder to build a technology valutaion maket model based on the affective variables. Findings shows that patent portfolio, country, variety, and patent life all have remarkable effects on patent price. Collocation of findings from Cramer’s coefficient (correlation: patent portfolio > country > variety > patent life) and C++ Builder was used to frame the basic model of technology valuation.
