臺中市老人安養、養護及醫療機構建築物公共安全檢查申報之案例研究

本研究主要探討臺中市長照及醫療機構建築物之建築物公共安全檢查防火避難類相關問題，調查近年來長照及醫療機構建築物火災事故造成傷亡之原因，分析比對現行相關法規與建築物公共安全檢查報告書中規範歧異之處，建築物公共安全檢查缺失樣態，發現部分建築物公共安全檢查檢查內容，與建築物公共安全檢查報告書尚有部分內容待更新。藉由問卷調查統整臺中市建築物公共安全檢查專業檢查人，對於各檢查項目的關注重視程度、近兩年現場檢查時缺失發生頻率，還原臺中市長照及醫療機構缺失現況，也供建築物公共安全檢查人員檢(複)查時參考依據。最後針對長照及醫療機構現場安全維護人員擬定一份自主檢查表格，以供平時建築物公共安全檢查及申報人維護建築物之依據，進而降低建築物公共安全檢查空窗期之災害發生機率。

The main topic in this research is talking about long-term care and the safety issue in the medical public infrastructure. In this research, we investigate long-term care and the injury courses of a blaze in the medical public infrastructure recently, and analysis their difference between the resistant law and the safety report of medical public infrastructure. After the inspection, we found that there are several contents in the safety report of medical public infrastructure need to be renewed. The inspection research of public safety infrastructure in Taichung is talking about how important that attitude of professionals show and how often the defect rate happened by survey. Finally, we provide a self-check form for the issue about long-term care and the maintainer in medical building, which is the prove for building safety, and also can low down the rate of disaster happened in the window period of public safety infrastructure.
