桃園地區國民中小學建築物公共安全檢查之結果探討

摘要

台灣建築物公共安全已走過20個年頭，透過產官學界與大眾合作，近年來台灣對火災與逃生相關知識與當年實施建築物公共安全檢查前已不可同日而语語。本研究將以國民中小學之建築物潛在危險因子整理後數據與預防對策呈現給相關單位及人員做為參考，願能將建築物公共安全檢查簽證及申報辦法更落實執行，以確保台灣學童於學習時之生命安全。
學校為許多民眾除自住之集合住宅公設部分外第一個長期長時間所身處之供公眾使用之場所，然而本研究從附設幼兒園涵蓋至高級中學，其樣本數整體不合格比率高達95%，值得相關單位注意。
建築法第77條明述建築物所有權人及使用人對於建築物合法使用及其構造與設備安全有其責，本研究結果建議，除加強對民眾之建築物公共安全教育宣導外，再輔以標準檢查員檢查申報、主管機關抽(複)查、自主管理檢查合格與不合格標章與申報結果通知書張貼，以落實建築物公共安全檢查簽證及申報制度，並以校園自主巡檢表為起點，發展適用於各目的事業主管機關所管轄之各不同使用用途類組之受檢建築物，以期增進(落實)台灣建築物公共安全。

Building public safety in Taiwan is existing in 20 years, we have cooperated with the public through government and academia, rather than Taiwan's ideology about fires and escapes, which was no longer the same as before regulation for inspecting and reporting buildings. This study is sort out statistical data and preventive measures of the potential hazards of buildings in public school buildings to relevant department as a reference. Hope that the regulations for inspection and reporting buildings public security can make better in the future and ensure the students can be safety during their studies in the school.

School is the favorite haunt for public expect for congregate housing; however, the research shows 95% unqualified rate from kindergarten to senior high school. Therefore, it should heed more attention to buildings used for the public.

With regard to article 77 of the Building Act states that the ownership holder and the user of a building shall maintain the legal usage as well as the structure and equipment safety of the building. In addition to improve the public safety education for the public, it should post the record for regulations for inspecting and reporting buildings public security by inspectors and competent authority, self-management inspections of qualified and unqualified results as well.
Using campus self-inspection checklist which applies to the building Including kind of National Competent Authorities for Business Objectives to promote the sound development of the overall practice environment for building public safety inspection in Taiwan.
