桃園縣新設國民中學學校建築規劃及相關問題之研究

摘要


本研究探討桃園縣90至98學年招生之9所新設國民中學,其學校建築規劃設計之特色;新設學校建築規劃過程中,可能遭遇之困難問題與解決策略;新設國民中學分期興建校舍,對學校建築規劃之影響,及可能遭遇之困難問題與解決策略等。本研究採用訪談法進行研究,以9所新設國民中學為研究範圍,訪談對象包括前述9所新設學校校長、總務主任、分校主任等。本研究依據訪談結果進行分析,並與相關文獻及研究相互參照討論,對桃園縣新設國民中學學校建築規劃相關問題之研究結果,所獲致之結論如下: 壹、桃園縣新設國民中學學校建築各具特色,且各項特色均能體現教育學與學校建築學的新思潮。 貳、桃園縣新設國民中學學校建築規劃,能符應教育理念及學校建築的發展趨勢,展現教育的主流價值。 參、桃園縣新設國民中學學校建築規劃,普遍存在工程經費的不確定性,和學校管理人員工程經驗不足兩大困境。 肆、解決新設國民中學學校建築規劃問題的關鍵,一為縣府的經費與相關支援,一為新設校人員本身的專業知能。 伍、新設校分期興建造成安全、噪音、經費、成本、工程介面、招生壓力等問題,影響工程及教學品質。 陸、改進新設校分期興建的問題,經費應一次核定,整體規劃,分年編列;新設校人員亦應有以有限創造無限的積極作為。 本研究根據研究結果加以討論,並提出改進之建議,期望可提供日後有關單位及人員之參考。

This research project has its focus on the chosen nine junior high schools in Taoyuan County newly built between 2001 and 2009. It looks at the distinguishing features of the planning for these target new schools. It envisages difficulties the planning for new school construction could possibly run into, and the feasible ways to cope with the problems. Moreover, it evaluates the impact of a divided allocation of funds from the government on the planning for school construction. It also intends to anticipate the possible problems and workable ways to deal with the situation. This research is conducted through interview survey . Nine newly-erected junior high schools are included within the research of this project. Principals, directors of general affairs and directors of various campuses of the aforementioned schools have been interviewed. This research conducts analysis of the interview results, and has discussion on and cross-reference to related literature and researches. The findings of the research on the construction planning and other related issues for the nine newly-constructed junior high schools in Taoyuan County are listed as follows. 1. These school buildings have their own distinguishing features. Each feature can embody both the new trends of pedagogy and school architecture. 2. The planning for the construction of the newly-built junior high schools in Taoyuan County precisely corresponds to education philosophy and future trends in the development of school construction, and demonstrates the mainstream values of education. 3. It is common to face difficulties while intending to do the planning for school construction as there are uncertainty of the project funds, and lack of knowledge and experience in management. 4. Monetary and related support from the government, and school staff having professional expertise are key to handle problems from the planning for the construction of junior high school buildings. 5. The divided allocation of funds from the government for the new school construction will cause problems, such as safety, noise, funding, cost, engineering interface and pressure from student enrollment. These facts have impact on both the construction and teaching quality. 6. Problems caused by the divided allocation of funds can be improved by an efficient approval, overall planning, and annual allocation of a lump sum. The staff of the new school should also take effective action in achieving the goal while the available resources are limited. This project has a detailed discussion on its research findings and has also offered advice for improvement. It expects to serve as a valuable reference for schools and staff concerned in the near future.
