日本外國人看護政策下看護人員需求之研究

A Study on the Needs of the Foreign Care Workers under the Policy of Nursing-care Service in Japan

摘要

人口老化對經濟、社會、文化及政治所可能帶來的衝擊，一直是先進國家關切的問題。隨著經濟的進步，醫療衛生水準的提昇和生活環境的改善，使得日本高齡人口快速地增加，這也代表著有照顧需求的人數將隨老化程度的加深而同步增多。
日本近年由於少子化的關係，使得機構的照顧人力不足。對於老後的照護問題，日本國民相當不安，因此導入外籍看護是無可避免的問題。日本政府在2004年和菲律賓政府簽訂了經濟合作協定（山崎隆志，2006；井田敦彦，2005）。透過這個協定，將導入外籍看護，在照顧服務業中提供服務。本研究欲了解在照護需求下，日本一般民眾對雇用外籍看護人員（看護師、介護士）的看護意願並進而探討其原因。

The impacts to economies, societies, cultures and politics caused by the aging population have been a great concern in developed countries. Due to economic development, the medical care and living environments in Japan have been improved and the population of advanced age is increasing rapidly. Under the circumstance, the demand for care workers is going to increase.
In recent years, the declining birthrate has resulted in a shortage of manpower in Japan. The aging Japanese are uneasy about health care problem. Therefore, introducing foreign nurses and care workers to Japan has become unavoidable. The Japanese government had signed Economic Cooperation Agreement with the Philippines government in 2004. The foreign nurses and care workers will be introduced to Japan through this agreement. This research analyzed the inclination of the Japanese public to hire foreign care workers. The reasons of why or why not hiring foreign nurses and care workers were also discussed.
