科學民主化與水資源開發爭議－高屏大湖之個案研究

Democratization of Science and Water Resource Development: The Case of the KaoPing Great Lakes Project

摘要

八八風災後，越域引水工程停擺，南化、曾文水庫嚴重淤積，水利署於2010年提出高屏大湖計畫試圖減緩未來高屏地區缺水危機，引起諸多爭議。本研究旨在檢視高屏大湖開發案爭議，探討在地居民如何感知開發案的潛在危害、地方知識論述如何挑戰官方與專家知識可信度、公民行動如何影響環評審查以及在科學民主化的意涵。在地居民質疑興建人工湖可能引發並惡化當地淹水、搶奪地下水及農業灌溉用水、衝擊當地農業發展與自然生態，以及人工湖設計對地下水文的潛在影響。地方居民基於長年的生活經驗與對地下水位的觀察，提供地方脈絡與處境的專業知識，透過與環保團體、研究當地水文的水利專家結盟，長期交流合作下形構出緊密的互動網絡，進而對開發單位及主張大型水利發開的專家論述提出挑戰，提倡地下水補注工法作為未來水資源開發的可行方向，並在環境影響評估與決策過程中發揮關鍵性的影響力。

After Typhoon Morakot, the water diversion project was shut down, and the Water Resources Agency proposed the KaoPing Great Lakes project. This study examines the controversy on the KaoPing Great Lakes project, and explores local residents' knowledge claims, citizen action and its implication for democratization of science. Local residents, environmental groups and civic water conservancy experts, built alliances and configured a close interaction network through long-term exchanges and cooperation. They challenged the large-scale water conservancy development discourses and proposed a groundwater recharge program as a potential and feasible future water resource development project. Local activism has contributed to the knowledge production of environmental impact assessment and plays a crucial role in decision-making processes.
