應用ICS於高雄都會區大眾捷運系統紅線CR5區段

A Study of Adopting ICS Emergency Response System of Construction Site Accidents-A Simulation Case of the Red Line Section CR5 of the Kaohsiung Metropolitan Mass Rapid Transit Systems

摘要


目前國內的救災體系,都是以消防救災體系為經緯,然而市政建設之重大工程及建築施工災害的搶救,所涉及的專業領域經常超越消防救災,例如基礎開挖時所造成的破壞,其搶救方法及救援機具設備,皆與消防救災有很大差異。因此,國內對於建築施工中的災害,有必要建立工程災害救災體系,才能有效控制災情,將災害減少至最低程度。本研究以高雄都會區大眾捷運系統之工地災害為模擬對象,各單位如果能熟練各種緊急應變及救援程序,對搶救與災後復原工作將更為迅速、確實與周延。同時,教育局應經常辦理災害期間動員全民參與支援救災事項的訓練,以期確保市民生命及安全。

At present, the domestic's emergent disaster relief system is mainly focusing on fire extinguishing and preventing system. However, the major municipal construction projects involving special expertise on how to handle emergent disaster are often beyond the fire extinguishing and preventing system. For instance, equipments and methods of rescue task to the damage caused by foundation excavations are extremely different from the ones in fire extinguishing and preventing system. Thus, it is necessary to set up construction contingency plans dealing with accidents at construction sites to effectively minimize the cost of the damage. This study simulates the disaster at the construction site of the Red Line Section CR5, the Kaohsiung Metropolitan Mass Rapid Transit Systems. Assuming all units practice the contingency relief task well, they would restore the situation back to normality within a short period of time and with integrity. Meanwhile, the Bureau of education, Kaohsiung City Government? Ought to frequently call for residents to participate in the anti-disaster and rescue training to learn how to protect themselves.
