都市水岸空間規劃-以基隆田寮河水岸空間為例
Urban Waterfront Space Planning - taking the waterfront space of Keelung Tien-Liao River as example
摘要
在都市發展過程中，都市型河川除了其經濟、水利等價值外，對於都市居民同時也應兼具休閒與生態上的意義。基隆田寮河於日治時期（西元1908年）開始進行運河化工程，至今已有百年歷史，其深入市中心與都市空間緊密結合的發展型態亦是基隆具獨特性之都市景觀。從早期作為上游礦產運輸的重要水路，到現今成為基隆市觀光發展計畫中重要的一環，都說明田寮河在不同的時空背景下對於基隆這個港灣城市都有其不可或缺的重要性。 目前隨著和平島污水處理廠的啟用，東岸碼頭污水截流站也即將完工，到時田寮河兩側的污廢水排放應可獲得有效控制，在解決污染問題後，如何重新定位與規劃田寮河河岸空間將是刻不容緩的課題。 本研究以「誘導式結構」為操作方法，以「田寮河水岸空間」為操作範圍，藉由都市水岸、都市水岸規畫、生態、民俗文化及基地環境等相關議題，歸納整合43項適用於基隆田寮河水岸空間之規劃原則，相互推論導出6項設計概念，提供作為未來基隆田寮河水岸空間規劃之參考與建議。

Throughout the stages of urban development, the urban rivers not only prove valuable in economy and water conservancy but also in recreation and ecology. Since the Japanese rule period (1908), the Keelung Tien-Liao River has started the carnal construction. It has a 100 year history in the city, and become a unique urban landscape in Keeplung through its intensive space development in downtown areas. In early days, the Tien-Liao River was taken as an important waterway for transporting mineral products from upstream. Nowadays, it is one of the key parts of Keelung City’s tourism development. Currently, the sewage farm at Hoping Island has started operating and the construction of sewage interception station at the Eastern Wharf will be completed. Sooner, the sewage emission along both Tien-Liao River sides will be effectively controlled. Once the issue is solved, how to reposition and plan the Tien-Liao River side space are steps that should immediately be taken. Based on scope of “Tien-Liao Waterfront Space”, this study used the “Heuristic Structure” method to conclude 43 principles that can apply to the planning of Tien-Liao Waterfront Space through urban waterfront planning and topics related to ecology, folk culture and site environment. Further, 6 design concept were introduced as references and recommendations for future Tien-Liao waterfront space planning.
