本文旨在利用全球價值鏈治理理論,分析中科設立後,新進的光電產業與既有的台中機械工業地域產業網絡之間的互動與轉變。 中科成立後,台中機械工業出現兩種形式價值鏈,一是既有的、成熟的工具機加工網絡,二為因應光電產業對設備的需求,而在地域上初萌芽的光電設備機械網絡。依據Gary Greffi 等人所提出的全球價值鏈治理三變項:交易複雜度、交易符碼化能力及供應商能力進行分析後發現,成熟的工具機網絡屬於模組型,而光電設備網絡則屬於受制型。在空間聚集的意義上,工具機產業因為彈性、能力佳的加工體系而聚集於中部地區;光電設備則因領導公司的治理及制度影響而漸向中部集中。 現階段光電設備雖受制於領導公司,但其上游加工多仰賴台中機械工業地域既有的體系,透過外包、學習、政策制度媒合等機制,將使新的技術能力從全球價值鏈上轉換到地域之中,進而促成工業地域的升級。
This paper aims to analyze the interactions between FPD industry and Taichung machinery industrial district, via using the framework of global value chain governance (GVC). Since the establishment of Taichung Science Park, two types of production networks have been emerging in Taichung, separately belong to the machine tool and the optoelectronics equipment industry. According to the three determinants -- complexity of transaction, codifiability of information, and capability of suppliers, that acknowledge by GVCs governance theory -- the networks of machine tool firms possess the modular type, while the optoelectronics equipment companies is the captive type. It means that, the machine tool industry is clustered cause of the efficacious supply-base, and the governance of leadfirm and institutions make the optoelectronics equipment industry clustered in Taichung gradually. Since the optoelectronics equipment industry shares the supply-base of machinery industry in Taichung, the knowledge and technology of global value chain is transforming to the industrial district through the mechanism of outsourcing, learning, and institution medium, and that makes the district upgrading.
