摘要

勞工安全管理與勞工安全技術指引是事業單位為提高勞工安全所必需的兩大基本要素。事業單位所設立的勞工安全管理單位是有系統性的管理勞工安全為目的，並利用相關技術來管理。但是有良好的安全管理機制，沒有適當而正確的風險評估來做為工作安全的協助計畫，不僅僅是無法提升勞工安全的基礎，更是造成公司許多不必要的資源與財政負擔，因此風險評估可以幫助事業單位建立有效的職業安全衛生管理系統，而危害辨識為執行風險評估的重要關鍵。本研究參考國際通用的職業安全衛生管理系統標準、指引，探討文獻提供的危害辨識應注意項目、作業場所的危害來源、危害發生的類型及後果等相關資料，設計危害辨識方法。
本研究執行危害辨識時，以各項作業標準及步驟中所提供的設備和工具進行探討，並以本園區中的電焊作業及油壓缸作業做為案例分析，設計風險評估流程及危害鑑別，並以實際作業運作來檢討現有工作流程，逐步改善並提升工作品質與效率並降低發生意外事故的可能性。

Corporations should possess two basic elements to promote the safety of labors: labor security managements and labor secure technical guides. To speak more specifically, labor security managements set by the company aim to administer their labors systematically with some related techniques. However, it is possible to cause unnecessary financial burdens for the company without establishing an appropriate and correct risk assessment to support the system. Therefore, risk assessments can help the corporation to build an effective occupational security and health management system. What’s more, hazard identification is the key point in the whole assessment. This study refers to not only international occupational security and health management system, guide, but hazard identification elements, dangerous sources in operational fields, accidental types and results from the literature review.
This study aims to execute hazard identification based on equipment from each operating criterion and step. Take electric welding and oil cylinder operations in my company as an example, by designing risk assessment process and hazard identification, it is helpful to raise working quality and efficiency, and reduce accidental possibilities.
