2000 年制訂的「促進民間參與公共建設法」,希望藉由民間參與公共建設,將企業精神帶入公共建設經營中,是政府行政與建設的一大突破,為使政府更具效率與活力,積極推動促參業務,勇於面對挑戰。而文化據點涉及社會教育意義,在行政院文化建設委員會推動的地方文化館委外經營政策下,地方文化館原先所具備「非營利性」及「教育性」的本質,如何不被營利掛帥之下犧牲,就有賴適當的評鑑制度的監督與管理。 本文以「臺中市長創意公館」為例,透過質性研究方法,深度訪談地方文化館公私部門相關人員,探討推動地方文化館委外經營績效評鑑時,所可能產生公部門與經營者之間的問題與影響,提供未來地方文化館界於規劃時可省思的議題。
In 2000, the “Low on Promotion of Private Participation in Infrastructure Projects”, was formulated. Through this policy, it is hoped that the enterpreneurial spirits can be combined with the public construction management by the participation of private parties. The policy breakthrough of governmental administration and construction. It also maked the government more efficient, energetic, and more capable of facing challenges. Those cultural sites provide opportunities for social education. Under the local cultural Museum outsourcing policies reinforced by Cultural Council, it is crucial to prevent the “non-profit” and “educational” nature of local cultural museum from being sacrificed. It requires a proper system of evaluation. Using “Taichung Mayor’s House” as an example, this study applied qualitative research methods, such as deep interviews with staff of public and private departments to investigate the efficiency of local cultural museum outsourcing policy. This study also discusses the possible problems and influences caused by public and private parties. Finally, the study provides some suggestions for prospective local cultural museums when they are organized.
