應用自然人憑證於地政資料線上申辦系統之研究

摘要

本研究係從地政機關網路服務的課題上，特別針對土地基本資料庫電子資料流通共享的範疇，為達促進土地基本資料庫電子資料流通效益，及考量網路應用系統的安全性，結合自然人憑證身分驗證機制，採用物件導向程式撰寫網路應用程式，建構出一套「地政資料線上申辦系統」，期許未來地政機關能藉助本研究所設計「地政資料線上申辦系統」，創造地政資料的新價值。
本研究之主要結論為：
１、以土地基本資料庫電子資料線上申辦作業流程，作為「地政資料線上申辦系統」網站開發的藍圖。
２、運用自然人憑證與網站開發工具的結合，建立「地政資料線上申辦系統」。
３、展現「地政資料線上申辦系統」應用上的可行性與成效。

This research studies on the subject of network service of The Land Administration. We design a program of the network application system. The program is a on-line system to teach people how to get the basic electric database of land from The Land Administration. The using of the system can effectively promote the circulation of the basic electric database of land. In order to ensure the security of this Land Data Online System, this program uses the mechanism of MOICA Card verifying evidence. We expect The Land Administration can creative new value by using our system in the future.
This main conclusion of this research
1.This program can regard as a model that other on-line systems.
2.This program combines the mechanism of MOICA Card verifying evidence and the tool of network application system.
3.This program is useful and convenient to use.
