本研究旨在探討護理及老人福利機構推行防火管理制度關鍵成功因素並提出建議,研究對象首先訪詢能夠針對研究主題進行深入論述的專家,並且建構各個影響因素;其次,對具有相關機構業務及救災實務經驗之消防單位主管進行AHP專家問卷,藉以判定研究中各個影響因素之相對權重。 綜合本研究之相關文獻探討、專家意見訪談以及層級分析法實證,本研究對護理及老人福利機構實施防火管理制度提出四項關鍵成功因素:(1)在研究主題的主構面中,以「平時防火管理」為最關鍵因素;(2)在研究主題的「平時防火管理」主構面中,以「防止縱火」次構面為最關鍵因素;(3)在研究主題的「自衛消防編組災害應變能力」主構面中,以「機構的疏散人力」次構面為最關鍵因素;(4)在研究主題的「政府部門作為」主構面中,以「提升法規安全標準」次構面為最關鍵因素。
This research mainly discussed the key success factors of fire catastrophe prevention system for nursing and elderly welfare institutions and brought up recommendations through two stages: First, construct each influential factor through interview with focus group formed by experts. Second, deliver AHP expert questionnaire to supervisors from fire department with related operations and fire protection experiences, to determine the related weights of each influential factor. Comprehensively viewing the related literatures, experts’ opinions and verification of AHP, we concluded four key success factors of implementing fire catastrophe prevention system for nursing and elderly welfare institutions: (1) the most significant factor in the main research dimensions is “regular fire prevention.”(2) “Arson prevention” is the most significant sub-dimension factor in the main dimension of “regular fire prevention”. (3) “Evacuation manpower of the institution” is the most significant sub-dimension factor in the main dimension of “coping ability of self-defense fire organization.” (4) “Elevation to the safety standard of rules” is the most significant sub-dimension factor in the main dimension of “governmental action.”
