2008年北京奧運對中國綜合國力發展之探討

摘要

奧運會自1984年洛杉磯改走資本主義路線後，即與國家綜合國力的發展產生密切關係。中共政權之所以極力爭辦奧運，乃著眼於其所黏附的國際性巨大政經利益，以及提升中國人民對共黨專制的認同，因此北京奧運舉辦的成功與否，對中共政權在國內外政經、社會層面頗具意義，因而被視之爲國家重大政策目標。 本研究發現北京奧運會的各項建設，無論是在經濟力、科技力、國防力、資源力等硬實力上，或是在政治力、外交力與文教力等軟實力上，均有相當的規畫與作爲，確能有效地提升綜合國力。但中國門戶面向世界的開放，資訊、人際網絡的透明化，民智民力亦將隨之大幅提升，對中共政權的衝擊將值得觀察。且其中所存在的變數，諸如經濟體制、法律制度、政府體制等能否因應國力的增長而順利改革，亦將是中共政權能否穩定性的重要指標。 面對中共舉辦奧運後綜合國力總體的提升，其對台灣的統戰籌碼越加雄厚，策略將越加靈活，手段將越加刁蠻。台灣必須重新檢視自身的奧運戰略與目標，對內以全民健康爲主軸而不以競技金牌爲目的，對外以世界與中國人民爲友，積極推動全民外交，展現台灣在維護人權、民主、自由與法治的努力與成果。

Olympic game bechanced a germane relationship for the development in each country since Los Angeles had had resort to capitalism in 1984. Regime of china fight for making the Olympic game positively focus on the additional international behooves, and promotes self-identity to their people on communism. Accordingly making the Olympic game or not, is regard to an important target because it is so signification to China's internal circumstances.
The study reveals each developments of Olympic game in Beijing program well, such as in hardware: power of economics, power of technology, power of national defense, and power of resources; in soft ware: power of public, power of foreign affairs, and power of culture and education. However, as the nitrification to world in different information and people- network, men's wisdom will rise up drastically. At that time, it is worth our observation. Variables, economic setup, political setup, and loyal institution inside, will be also all-important indices to the absolute stability of regime in China.
Facing the rising of China's power after making 2008 Olympic game, their bargaining counter to Taiwan will be stronger, and their strategy will be more agile. So we, Taiwan, need to reexamine our stratagem s and targets to 2008 Olympic game. For inside, pursuing all men's health is main goal instead of winning the golden medal. For outside, make friends with all Chinese, propagate actively all the people- diplomacy. Those show Taiwan's effort and fruit in maintenance of human right, democracy, disengagement, and legal system.
