翻譯是一件不容易的事。International regimes的中文翻譯有很多.本文作者認爲「國際建制」這個翻譯不夠清楚和精確。他們提出了許多的理由。由此可以看出不少的華人學者和專家對非常抽像的international regimes的理解並不完整。也因爲每一個regime是和國際關係中的某一個領域[(a given)area]暨議題(issue)[或者零碎的領域暨議題(fragmented issue areas)或者和幾個regimes有關的一個議題issue-regimes]有關,作者們認爲國際(泛)領域暨議題+至少15個核心元素[或者被客觀環境所逼迫/激發出來的具有規範性合作之國際(泛)領域暨議題]才比較接近國外學者和專家對international regimes的了解和認識。本文亦指出還有兩大問題要克服。
This paper attempts to argue that it is not clear and precise to use the Chinese characters, 國際建制, for the term, international regimes. In other words, whoever uses this term in Chinese has not fully understood the very abstract concept, international regimes. The authors pointed out many reasons. They argue that 國際(泛)領域 暨議題+至少15個核心元素[or被客觀環境所逼迫/激發出來的具有規範性合作之國際(泛)領域暨議題] is closer to what academics in the West have in mind, because each regime has to do with an issue in a given area (or fragmented issue areas or issue-regimes) of international relations. There are still two problems to be overcome when we study international regimes.
