Comparison of Three Different Linking Procedures between Norm-Referenced Test and Criterion-Referenced Test

Previous studies (e.g., [4]) mainly focused on comparing different equating methods used on two parallel or alternative tests. However, only limited research (e.g., [2]) has examined the robustness of different linking methods used between the criterion-referenced test (CRT) and the norm-referenced test (NRT). The purpose of this study was to examine the psychometric adequacy and potential educational advantage for linking criterion-referenced (CRT) and norm-referenced tests (NRT) to see if both CRT and NRT information could be obtained through the administration of only the CRT. The performance of three different linking methods, Concurrent Calibration (CC), Fixed Common Item Parameter (FCIP), and Mean/ Sigma Linking (MSL), were compared between a state CRT and a commercially available NRT. The results showed that the FCIP method yielded better results than the other two methods.
