本研究旨在從地方政府、接受業務委託單位及寄養家庭三者提供家庭寄養服務過程中,透過相關文獻檢視及深度訪談資料,探討家庭寄養服務督導內容、形成功能、發現困難及相關建議,期待發現家庭寄養督導現況及服務需求,研擬建議提供政府規劃政策及接受業務委託單位督導工作之參考,俾落實執行家庭寄養服務工作。本研究採質性研究方法,透過立意取樣,分別就地方政府、接受業務 委託單位及寄養家庭三個族群,並分北中南三區各選取1 名服務工作者(實務年資為三年以上),藉由訪談方式蒐集資料。研究發現歸納如下: 一、家庭寄養督導的內容 地方政府以契約規範為主,受託單位以事務工作為先,寄養家庭則以寄養兒童需求為依歸。 二、家庭寄養督導的功能 地方政府以計劃引導績效、法規諮詢;個案研討了解特殊需求與困難,及同理支持解決問題;寄養家庭醫療需求經費補助、肯定支持化解焦慮情緒、提醒性侵個案人際關係界線。 三、家庭寄養督導的困難 地方政府預算經費籌編困難、特殊性教育訓練不足;受託單位面臨政府間跨單位認知不一及資源協調不易;寄養家庭訓練課程缺乏多元、資源、喘息聯誼及權益保障仍有待克服。 四、家庭寄養督導的建議 地方政府推動寄養家庭分級分類、寄養服務有給職及建立一致性寄養辦法;受託單位統一報表內容、編撰寄養家庭工作手冊、多元專業訓練、評估安置必要性、爭議性事件避免輿論負面觀感;寄養家庭喘息需求、就醫照顧資源、建立自立團體生活模式及原生家庭參與返家教養銜接工作。依據上述的研究發現,研究者分別從政策面及實務面提供相關建議: 一、地方政府對家庭寄養服務之建議 (一)推動分級分類照顧服務、(二)推動寄養家庭有給職(三)建立全國一致性寄養辦法、(四)設置專責寄養社工人力。 二、受託單位對家庭寄養服務之建議 (一)建立統一報表作業、(二)培植家外安置資源、(三)編製寄養家庭工作手冊、(四)落實專業訓練提升服務品質、(五)審慎處理特殊性事件避免造成傷害、(六)落實需求評估因應後續處遇、(七)積極跨單位協調解決溝通困 難。 三、寄養父母對家庭寄養之建議 (一)提供喘息服務、(二)釐清爭端提醒處理方式、(三)提醒特殊性個案人際界線防範不當關係發生、(四)增加探親兒童情緒關懷輔導、(五)建立自立少年團體寄養之家、(六)規劃原生家庭參與返家計畫接續提供完善照顧。
By reviewing relative literatures and interviewing service providers of Local government, entrusted agency, and foster care family, the aim of this thesis is to exploring the way foster care program was supervised, how the program effected children and parents, finding implementation difficulties, and offering relative suggestions. In order to implementing comprehensive foster care system, the finding about foster care current situation and service needs formed best base for government to investigate and plan forward policy and provided needed supervise for entrusted agencies. Qualitative research method and judgment sampling were used. Service providers interviewed were selected from local governments, entrusted agencies and foster care families. Totally three service providers were selected, one from North area, one from Middle area, and the other from South area. All of them worked as a service provider for three years at least. Research finding as below: 1. Current situation of foster care supervisors Local government’s main duty are to standardize contract content, entrusted agencies being responsible for administration, and foster care family being taking good care of children’s need. 2. Function of foster care supervisors Local governments’ plan gave fresh impetus to positive influence on foster care program and regulation inquiry and periodically held case studies to collect needs and difficulties in implementing program. Besides, local governments also provided empathy, support, and medical subsidy to the needed cases. To alleviate anxiety emotion and defining boundary of interrelationship of sexual assulting cases are even important responsibility of local government. 3. Difficulties faced by supervisor of foster care program Difficulties faced by supervisor of foster care program are short of budget from local government, deficiency of job training, overwhelming faced by entrusted agency with the discrepancy opinion between different departments of government and extremely difficulties to coordinating resources. Besides, deficiency of training, resources, and respite care program for foster families are also a pressing problem to resolve. 4. Suggestions made by foster care supervisors: Local government should promote different types of foster families, foster care families can get paid, set identical measure of foster care program, unify reporting form used y entrusted agency, edit working manual of foster care program, providing comprehensive professional training, evaluate the necessity of out-of-home placement, avoid controversial events to reduce the negative impression about foster care services, facilitate respite need of the foster families, response the need of foster families’ medical care resources, set up group home of independent living and program return home nurture work of family-of-origin. Based on the research finding, researcher made several policy’s and practice’s suggestions as below: 1. From local government a. promote different types of foster care; b. facilitate foster families get paid; c. set up identical measure of foster care program; d. set up foster care responsible human resource. 2. From entrusted agencies a. set up unifying reporting from; b. cultivate out-of-home placement resources; c. edit working manual for foster care program; d. carry out advance training to enhance service quality; e. deal with controversial event cautiously to prevent harm from happening; f. carry out need assessment for accordingly treatment; g. multiple agency coordination for difficulties resolving. 3. From foster parents a. to provided respite services; b. to clarify controversial events and responded accordingly; c. to define interrelationship boundary of specific cases to prevent misconduct from happening; d. facilitate counseling for children visiting family-of-origin; e. set up group home of independent living for adolescent; f. to program family-of-origin taking part in the return home plan to continuing comprehensive care.
