台灣地區西元2000年物理治療人力供求之研究

The Supply and Requirements of Physical Therapy Manpower in the Taiwan Area in 2000 A.D.

摘要

鑑於國內物理治療人力資料之匱乏，為因應全民健保物理治療之需求，乃進行此研究。本研究之目的為了解目前台灣地區物理治療人力之供給量與其影響因素，並由此推估介元2000年物理治療人力之供求。
結果顯示，1991年台灣地區共有940名物理治療從業人員，其中1/4為大學物理治療師。平均每百萬人口有大學物理治療師11.89名。目前台灣地區各行政區與醫療網區域物理治療人力與素質不均衡現象十分明顯。至公元2000年，大學物理治療師之供給量為1168名，全部物理治療人員量則為2333名。在要求推估方面，根據幾個參考值，大學物理治療師為623名至6705名、全部物理治療人員為1245名至6705名。各項估計中，以參考未來老人人口比例及醫師人口比例之變化而估計最為合理。即以著者等人進行之世界各國物理治療人力研究所得之最佳預測公式：每百萬人口之物理治療師之對數值為（0.703+0.098×老人人口比+0.00036×百萬人口醫師比例），得公元2000年需大學物理治療師1837名，全部物理治療人員3674名。因此物理治療師人力呈現供給不足之現象。再者，目前物理治療人力區域分佈嚴重不均及素質不甚理想，也是未來人力規畫所應重視之課題。

Information regarding supply and requirements of physical therapy (PT) manpower is essential for national health insurance planning, but such kind of information is scarce in the Taiwan area. The purposes of this study were: (1) to establish a physical therapy manpower basic data file, (2) to estimate the supply and requirements of physical therapy manpower in 2000 A.D..
There were 940 PT personnel in Taiwan area in 1992.Among them, 26% were physical therapists who graduated from the schools of physical therapy in medical colleges. Therefore, the physical therapist-population ratio was 11.89 to 1 million. The ratios of PT personnel /population and physical therapists/population were unevenly distributed in Taiwan area. The estimated supply of physical therapists in 2000 will be 1168 persons and of all PT personnel is 2333.There were 5 indices used to estimate the requirements of physical therapy manpower. The Taiwan area in the year 2000 will require from 623 to 6705 physical therapists and from 1245 to 6705 PT personnel. Among the 5 indices, the following multiple regression equation is the most resonable one.
Log(PTR)=0.703+0.092×POA+0.00036×RP+e
(PTR is the physical therapist number per 1 million population, POA is the percentage of aged persons in the population, RP is the ratio of physicians per million population, e is the margin of error).From this equation, the requirement of physical therapists will be 1837 and of all PT personnel 3674.Therefore, the shortage of physical therapists and all PT personnel will be a big problem in the next 10 years. More attention should also be given to the problem of the uneven distribution of PT personnel in Taiwan area.
