本研究之目的在於透過敘述性偏好問卷設計方式,探討影響機車通勤者運具選擇之因素,除旅行時間與旅行成本外,並同時考量加入「停車費用」、「大眾運具服務品質」以及「大眾運輸服務資訊」的感受等變數進行分析。以台灣地區而言,私人運具的使用上以機車的使用為最大量,因此深入瞭解在提高機車停車費用與大眾運輸系統之服務品質之政策下,機車通勤者之運具選擇行為,將有助於都會區研擬適切之交通政策。本研究以工作地點位於台北市之機車通勤者為實證研究對象,並透過多項羅吉特模式與巢式羅吉特模式進行分析,研究結果顯示,大眾運具服務品質以及大眾運輸服務資訊確實會影響機車通勤者之運具選擇行為。由敏感度分析結果得知機車通勤者對於旅行成本之感受較為強烈,因此透過收取停車費用之政策、輔以補貼大眾運具之票價並提升大眾運輸的運行速率,將更可有效達到抑制私人運具之使用、鼓勵使用大眾運具之效果。
This paper focuses on investigating the major factors affecting urban motorbike commuters' mode choice behavior based on stated preference questionnaire. In addition to travel time and cost, three different factors (parking fee, transit service quality and transit information) are further addressed in the behavioral model. Due to the mass use of motorbike in Taiwan, it is helpful to establish an appropriate transportation policy by understanding mode choice behavior for urban motorbike commuter considering parking fee for motorbike and the service quality of transit system. Multinomial logit and nested logit choice models are used to calibrate the behavioral models. The empirical results based on the data from the questionnaire in Taipei city indicate that the service quality and traffic information of public transit are the major factors influencing the mode choice behavior for motorbike commuters. Sensitivity analysis further shows that increasing motorbike parking fee, and/or subsidizing transit fare, and/or improving the traveling speed of bus transit significantly decrease the usage of motorbike.
