The main purpose of this paper is to examine Taiwan’s emigration Policy in terms 01 its planning, implementation, and evaluation. This paper argues that overseas affairs and emigration planning may prove of far-reaching importance to national development, especially the diplomatic missions and economic growth. For the future development of Taiwan’s emigration policy, it is suggested that a partnership between the government and the private should be consolidated to promote overseas Chinese contacts and services. Furthermore, Taiwan’s emigration policy should be aimed specifically at countering the Mainland China’s diplomatic boycott, and the economic arrangement in the global contexts.
