國家競爭力與策略管理之探討

摘要

國家競爭力為當前衡量一個國家未來經濟發展的一項重要指標，當前衡量各國競爭力的兩大組織：WEF(World Economic Forum)及IMD(International Institute for Management Development)每年公布的資料受到各國政府的重視。根據IMD所公布的資料，我國近年來的競爭力世界各國排名的高低雖有起伏，但２０００年受到全球普遍經濟疲軟及國內政黨輪替的影響下，致經濟大幅衰退，引起政府與學界高度的關注。新公共管理自１９９９年代以來已成為各國政府致力提升政府3E（經濟、效率與效能）的良方，為提昇國家競爭力，我國可否透過新公共管理，達成政府本質的再造？並進而結合策略管理與全球國家競爭力的分析，以提升國家競爭力，為本文主要探討的重點。因此，首先本文將回顧新公共管理的文獻，以探討它在理念或方法具有哪些特質可為公共部門所運用；其次，從新公共管理的重要工具－策略管理的觀點，探討未來台灣提昇競爭力的策略所在。

National competitiveness currently was a significant indicator that evaluated economic development of a nation in the future. WEF ( World Economic Forum) and IMD (International Institute for Management Development) was two organizations which measured nation competitiveness around the world, and they presented their evaluation outcome every year. According to IMD’s reporter, Taiwan competitiveness has downgraded over the past year; in particular, economic recession has been a great problem that was concerned by the government and the scholar. There were some methods would solve this problem, such as New Public Management (NPM) has already become the improvement strategy of three’s E (economic, efficiency, and effectiveness). The paper mainly research the topic: how can we be likely to set up national strategic competitiveness through the NPM ? Therefore, the paper will retrospect NPM documents, and explore its idea or perspective derived by public sector. Furthermore, examine the strategy of raising competitiveness in Taiwan in view of strategy management.
