工研院爲一研發單位,採購物品的準時交貨直接影響到研究計畫之執行績效,爲此在2000年採購流程改造計劃(ITRI Procurement BPR Team)建議方案中設定「提昇廠商準時交貨率至95%以上」是其中一項非常重要的採購關鍵績效指標。本文主要應用DO-MITIC (Define-Observe-Measure-Infer/Induce-Test-Improve-Control)解決問題策略邏輯來進行改善,過程中並搭配科學的工具來改善現有系統及管制已改善之系統等各項作業。以每百萬單位機會下之缺點數(DPMO)做爲衡量採購系統之準時交貨能力,使準時交貨率改善至95%以上,其成果非常顯著,同時秉持既有的運作模式循環運用,持續改善準時交貨率至96%以上。
ITRI is an R&D organization so the on-time delivery for procurement will directly impact the execution performance of R&D projects. Therefore, one of the Key Performance Indices of procurement in ITRI Procurement BPR (Business Process Re-engineering) proposal of year 2000 is to improve vendor's on-time delivery rate more than 95%. The authors mainly used ”DO-MITIC problem solving methodology” and some scientific tools to improve current systems and control the improved system on the related operations. The ”Defects per million opportunities” (DPMO) was used to measure the capability of on-time delivery rate, which was above 95%. If we keep using this method repeatedly, the on-time delivery rate will reach beyond 96%.
