The Executive Yuan has worked out the government re-engineering program and decided to reduce its agencies' number in an effort to increase administrative efficiency. The program has reorganized the regulatory agencies for communications, transportation, meteorology and tourism affairs that are charged by the Ministry of Transportation and Communications. However, the duties of new agencies in the program are not clarified. This paper first reviewed the transportation administrative reform experiences of the UK, the US and Japan in recent years. In addition, based on the Executive Yuan re-engineering program, the foreign experiences and national conditions, we recommended the alternatives of institutional arrangements of transportation and communications agencies. This paper also addressed the positioning of the new agencies and the adjustment of authorities.
