摘要

行政院組織調整方案業已提出，該方案對行政院整體組織架構作了相當幅度的調整以期提昇行政效率。在此一調整方案中，雖然對目前由交通部掌理的通信、運輸、氣象、觀光等事務之主管機關已重新劃定，惟未來通訊運輸主管機關之定位與職權，仍有待進一步探討與釐清。
本研究首先比較了近年來英、美、日等國對通訊與運輸主管機關組織調整的目的與作法，其次，以行政院組織調整方案為基礎，參酌國外經驗以及我國國情，提出未來通訊與運輸主管機關不同的組織架構建議，並分別說明其定位與職權。

The Executive Yuan has worked out the government re-engineering program and decided to reduce its agencies' number in an effort to increase administrative efficiency. The program has reorganized the regulatory agencies for communications, transportation, meteorology and tourism affairs that are charged by the Ministry of Transportation and Communications. However, the duties of new agencies in the program are not clarified. This paper first reviewed the transportation administrative reform experiences of the UK, the US and Japan in recent years. In addition, based on the Executive Yuan re-engineering program, the foreign experiences and national conditions, we recommended the alternatives of institutional arrangements of transportation and communications agencies. This paper also addressed the positioning of the new agencies and the adjustment of authorities.
